You are the final authority for sanctioning the benefits to the eligible persons in some government scheme for welfare of weaker sections. A person has applied for the benefits and the file has reached you through the proper bureaucratic channels. You gave the final sanction after going through the file forwarded by your junior staff. The money is accordingly released to the claimant's account.

However, later on you noticed that the applicant had not fulfilled the eligibility criteria for the scheme properly. The scheme was actually mandated for the people from the SC community, along with additional conditions. You, on the other hand, discovered that the claimant was not from the requisite community. The application filed by him had a proof claiming that he was actually from the ST community.
Upon realizing the mistake, you thoroughly investigated the matter and realized that it was an oversight on part of your junior staff as well as the verifier. You also came to know that the entire application as fake and the claimant is neither from SC community nor from ST community. Money has already been disbursed to his account and it was already withdrawn by the beneficiary. In this situation -
