Nobody knows just quite how he gets ahold of his goods, but legend has it that he is an inter-dimensional being who can travel to wherever he wants in time and space to collect whatever items he wants. They call his form of inter-dimensional travel... rifting. He is not known by a name in reference to himself, but instead he is simply known as: The Garage Sale.
