I think they blatantly put outhouse at level 3 so you have to sweep up their droppings for a while :D

I actually put a decent amount of thought into enemy prioritization a few years ago and what I remember about the conclusion I reached and the reasoning behind it actually applies to the use of fuel-requiring spells like here and in Hollow Knight; the reasoning was that attacking big enemies doesn't reduce the DPS heading your way until you attack them a lot but small enemies stop contributing to DPS against you, however little, after just a bit of attacking them so if you have a limited ability to deal massive damage you want to use it up frying the small-fry; since you're spending the same amount of time clearing a group of enemies clearing the smaller ones first minimizes the amount of DPS you're taking over that period of time.
