He's not keeping time, he's making the drums come alive. His technique has meaning. Every thing adds to the song.
I've seen Mike Portnoy do this as well, he claimed it gave the snare "more punch" and I've tried it myself, I kind of like it. It gives the snare a little "oomph" and a little less of a "crack."

Nicko is a great guy and an amazing drummer. His kind-heartedness and his tasty grooves reminds me of the late but very great drummer, Mick Tucker from Sweet. I have met both of these guys in my lifetime and both are the coolest guys you'd ever wanna meet.
