I remember some 78 Monaco sedans this color. The state police used them as unmarked cars and later, a small town near me obtained two of them from state surplus and used them as patrol cars.
Probably was based at a franchised Hertz location, likely the franchisee was or also owned a Dodge dealership. Hertz wasn't yet owned by Ford in 1978 but their main corporate fleet contract was with them and you'd probably have found only Fords at the big corporate-owned airport locations, and someone who rented this car would've reserved it as a "Station Wagon, Midsize 9-Pass. (Ford LTD II or similar)". Getting a Mopar instead would've been a win in Rental Car Bingo.
I had one for 20 years, 360 first and slant six rebuild at the end, still miss it, tons of rust and all
