Hey Jaby, I am a non-Bengali living in Bengal and I can confirm that there are plenty of salt water seafood varieties in West Bengal. In-fact the way pasta is a normal and almost daily dish in Italian households (I Guess, don't know if it's true), similarly maach-bhaat (Fish "curry" & rice) is synonymous with Bengali households. Also, yes, we're pretty close to a sea, namely Bay of Bengal, the one that's wreaking havoc on us as I type this by means of a cyclone.

I did try out at the Wasabi Mumbai. Portion were absolutely small and each dish cost were around 4k INR. The total bill came to around 1.5 lack INR for 8 people which is ok for experience.

The eastern side of India in general prefer freshwater fishes. I've lived near Mumbai for 10 years now and I can safely say the west in general prefers seawater fishes in their dishes.

I am from Southern India, and things like special ponds built specifically for breeding prawns (without the influence of pollution) are commonplace here. Though some service staff may ask for it, you have always the choice to deny because Indians usually don't tip (if you are seen as a foreigner chances are you'll be asked for the tip). Said that, luxurious restaurants may sometimes ask for it but that still is a rare case. Even if you do want to tip the staff, the amount is not mandated and is absolutely a personal choice. However, instead of the tip, we have service charge included in the final bill (which is quite common in India). In case you find the service charge included consider it as a tip and avoid paying anymore. Btw that's also the reason why some Indians do not tip in the US.
Good thing about India is that at many big restaurants, one does not need to tip at all. In fact some restaurants which provide premium Indian experience have strict 'no tipping' policy. So yeah, that solves one dilemma!
Look at it this way. In the US GDP per capita is USD 65,000 Vs USD 2100 in India. That's 30 times more expensive for an average Indian as compared to an average American dining at these restaurant. So, yeah it is expensive. Imagine, A meal that cost $270 in India, would cost in the US which is 8 times the size of Indian GDP and 30 times the per capita income.
There should be some ways for millionaire and billionaire to spend there money... Or what will they do with there money, just passing it generation to generation 😴
In India we have something known as service added tax, you can always ask to remove those charges if you did not like the service. It's not mandatory to tip unlike the states but it's always a good guesture.

But we also have the Bay Of Bengal which is the north east side of the Indian Ocean. So fishes everywhere. Also, during season, we get crabs for lunch every Sunday :)
I am a Bengali... We mostly eat fresh water fish...but we consume very few specific sea water fish, but not exotic fish. Except fish few Bengalis sometimes east crabs and lobsters and prawns.
If you take purchasing power parity of the two nations, you can easily multiply the price in dollar 6X to 7X to get an idea of how expensive it "feels" to us Indians.
