A silly little combo i had used against me when i first played TF2 was a YER Spy using the Red-Tape on i think either 5CP Well or CTF Well.
I was defending last point/briefcase, and since i was dumb and didn't have a lot of awareness, the Spy managed to be a nuisance against me. Not saying it could be only effective against newbies though.
Some Engi's immediate thoughts after unsapping a building that got downgraded a bit would be "START UPGRADING RIGHT NOW" which leaves them open for a stab n' sap.

I think it's probably better than stock in most situations if you use it properly, even against good players
the only major exception I can think of is against teleporters, but that still makes stock better than the red tape just because of how important teleporters usually are
your scenario actually reminded me of one time on badwater I used the red tape to downlevel a nest, right after I died another spy went in to take out the engi but he went for a sap n stab instead of stab n sap so he wasn't able to take the nest out and died
