Thank you! It depends on how long you are going to leave them out for. Once decorated and refrigerated, the frosting will set hard because of the butter and chocolate. I wouldn't leave anything out for too long in the heat that contains milk...food safety is HUGE concern.
My problem come summer, is getting any icing stable enough at the start. Melts so fast. Will become night time or 6am projects lol. Hmm, might fill freezer with bags of peas too.

If you days are that hot, keep your cake/cupcake in the refrigerator after decorating and take out about 15 minutes before serving.

Yes you can use both. Dissolve one tablespoon or more in two tablespoon hot water to bloom. Cool and add at the end and whip.

Margarine will make it very soft.
Can I use powder cocoa? How much?
Yes, 1 tablespoon dissolved in 2 teaspoons hot water or more if you like.

Nope, it's butter! That's how we roll here in Australia :-) I use Aldi Butter :-)

You forgot to say the condensed milk has to be cold
It can be either cold or room temp. It will work either way. I usually have it cold on a hot day and room temp on a very cold day. Either will work.
