You should put a load on VPP and VCC when you're in test h/w mode. Main problem with PCB3 variants is voltage drop. If VPP drops too low, replace the inductor with one that saturates at a higher current.
I had a similar problem with mine except that I consistently had 20V instead of 12.6V. I finally gave up and returned it. I'm sure some of these work because they are a hot seller, but many have issues so it might be best to avoid if you're a first-timer like many of us. I'm going to try a more expensive board next time.
Cool thing. I've assembled a similar. If you have troubles with BINs writing - check all the pins voltages running the test mode which is implemented in the willem application
Same programmer, same exact problem. You get what you pay for I suppose. I swear this thing is temperamental- It picks and chooses what chips it will write to on any given day.
Hi I have a question.I just bought a gq4x eprom programmer kit with the adapter and the eprom eraser .It was a bundle kit on ebay.Why do I read something different depending on the sens that I place the eprom?
Throw that programmer out and get a better one. I used willem a few years ago and hated them. They're slow and had many bad chips. Since switching to a better programmer I noticed faster writes and no bad chips EVER.

They are terrible built boards..
I now have a minipro, and its been fantastic for over a year..

Chek option write 0xff with this you can program eprom
