I picked up a 2080 ti ftw3 from a fellow PC builder/seller for $400 US. The card was defective (memory issue that plagued early rtx cards) but since it was an evga card I just sent it back for RMA and got a new one it the mail. $400 FOR A EVGA 2080 TI FTW3!!!!! $600 is still an insane grab on a 2080 ti though, still an incredible deal.

So I have a similar Situation making a Franken2080ti. Got a PNY Blower 2080ti. Guy had it and was pissed off at the Blower and got a different one and was trying to sell it. He hired me to Mod a couple of Arcade1up Machines for him and he gave me the 2080ti in trade.
So I got the Card for a few hours work. From there I sold my 1080ti for $450. Then I got the Cooler from an MSI 2080ti Ventus for $60. No RGB or any LEDs on the cooler (and I don't care TBH) and it matched up great (Both Reference Models) Board and Cooler had 2 Fan Headers (original Blower just used one of them) After that I was having an issue where it was not recognizing that there was 2 fans. Flashed an EVGA Black Bios and ran Precision X1 and all the Fans are there and all the tweaking works. So in the end I got a 2080 ti and made $390 :D

I bought a reference RX 480 back in 2016 and eventually got tired of how loud/hot it was. So I bought an Arctic Accelero Twin Turbo II to replace the stock cooler and it was much better temperature and noise wise.
Recently I decided to remove the Accelero's shroud but keep the heatsink and instead zip tie Phanteks 120 mm fans on it and while it does take up a lot of pci slots now it is even quieter and has cooler temperatures.

Always need to be careful with custom PCB cards and mixing up the parts. You should always go with reference design cards/coolers/waterblocks so they can be swapped out and have interchangeable parts! If you get FTW3/Strix/Aorus Xtreme/Gaming X Trio etc....Also, custom cards do not run much faster than RC do anyway. Just my two cents on the matter.

The Morpheus II Core Black Edition is a good looking 3rd party cooler with 12 heatpipes. It can cool a VEGA 64 at 1750MHz no problem. That's also with the HBM2 at 1150MHz. I also found a heap of Gigabyte GTX 1080ti Turbo's. Yeah, there blowers but, not just any blower. They do use Vapor Chamber's and they have great VRM's. $400 all day long. So, $400 for a GTX 1080ti and about $70 for a Morpheus II Core 2 Black Edition and you got a beast of a set up for under $500. Not to shabby. Either that or get a Radeon VII for $550.

I remember buying the EVGA 1060-6GB card. Still working to this day! Bought it for $300 USD on eBay. It was a mining card before, but still works a treat! It has been 4 years now since I bought it, and I think that was bitcoin market had crashed. Only thing on it is that I cannot change the voltage on it. Is it something to do with it being locked in its BIOS for that card? System I have is a Core-i7-6700 non-K, 16GB of DDR4 Ballistix Sport RAM that is XMP enabled, an MSI B250 PC Mate, along with a NZXT case. This is the system I had built myself. I would love to send you the rig,s picture and such for you to see. :) altho.... My wiring in it is kinda poop. XD. CHEERS!

Just get a 12v led for $2 and wire it in. Jeez Timmy.
Edit: Also you can paint the green pcb black (or just the exposed parts if you prefer) without any drama. I've done it many times with gpus, ram, wifi cards etc.

I mean.... Couldn't you just slap a waterblock on there and call it good, rather than getting these air coolers?

So you custom built yourself a Zotac 2080 Ti Amp Edition out of that overheating OEM card. That's hilarious.

I was able to pick up a cooler from a company that watercools their 2080ti's its from a MSI GeForce RTX 2080 Ti VENTUS. I had to do the same thing and solder the fans together no biggy. my issues i cant seem to control the fan speed. MSI afterburner recognizes everything but adjusting curve / trying to manually they just seems to be on a constant spin

Not sure if you can run precision x1 on a non evga card but it has a vrm and memory temp monitor. Also, please don't sell it unless the person buying it knows it's not a legit zotac card.
