I have a series of lists, going from 500 points, to 1000, to 2000. I don't let myself buy more boxes until I build and paint everything for the step I'm on. I do follow Step 2 though, by occasionally picking and building a new list for Kill Team.
The I lean on the "sell off" solution eBay, Flea Market, or swap with your friends. The swapping really worked for a while. The other solution is I stopped doing "large" armys of more than 50 figures.
My solution to the problem came very easy and naturally with my overall approach to the hobby. I simply make every single model a small conversion or give them an interesting base so to keep them exciting to build and paint because you're essentially trying out a new thing with every piece. That being said my main armies are orks and various flavours of chaos and infantry heavy imperial guard so l definately wouldn't advice this method to any sane person.
Content creation and streaming do help as motivation. Doesn't have to be your own channel, just find people you enjoy watching and set that as your painting time.
my issue is i have no idea what colour i want my marines since most chapters are really cool it also docent help when i wake up i see the grey model looking at me as if its judging me

The real shit is finding out how to make it routine. Its so easy to set it off for one day, that becomes 2 and then 3
