You can't actually do that. The Wii Menu actually checks for and refuses to run the startup disc - you can only boot it from a special prerelease menu that only a handful of systems ever had, or from homebrew. However, if you DID force the disc to launch on a Wii U, I *suspect* it'd do nothing, because the disc has outdated versions of everything. IOS is supposed to ignore/fail install requests that would downgrade an IOS. But let's pretend that isn't a thing, and you manage to successfully install old versions of whatever is on the disc. Congratulations. You have successfully bricked Wii Mode on your Wii U. The Wii U achieves Wii compatibility *mostly* by just being a Wii with extra features, but there are enough differences that you need special Wii U versions of all the major system packages (IOS / Wii Menu) in order to successfully boot any Wii software on the Wii U. This is because the Wii PPC didn't actually have a secure boot ROM, that was the Starlet's job, and that boot ROM / IOS would just hold the PPC CPU in reset until it had code to run. On the Wii U both PPC and ARM sides have boot ROMs that take a new image format that no Wii software is packaged in. To get around this, Nintendo altered all of the Wii's system software (IOS, System Menu, etc) to look for and replace Nintendo's NAND loader with one that is packaged in this new image format. This means you have to use the Wii Mode versions of that software, the Wii native ones will fail the bootrom checks and not load. (Actually, I just realized, this would also prevent the Startup Disc from booting in the first place. Let's pretend you fixed that too.) For the record, that's not the only thing that runs Wii games that would be bricked by such an old system software. "LU64+" Wiis - i.e. ones that shipped with cost-reduced power supplies - need IOS to wait for the power supply to stabilize when booting.
