Also, according to the field guide, Megaman has 2 weaknesses: Spikes, and Electricity. The reason why megaman instantly gets destroyed in spikes is: 1. The spikes are too sharp. 2. Megaman does not have Spike Protection.
Plus, When Megaman races, they use ROBOT cars.
That means the don't use fuel.

On number 4, the reason why Megaman cannot capture Dr. Wily is because of the law, "Robots can't hurt humans." so that means if he captures Dr. Wily, it breaks the law.

With a few possible exceptions Mega Man really never kills The Robot Masters as shown in Mega Man 7 and the comics if those count he disables them and they wind up in the Robot Museum. Also Mega Man obeying the laws of robotics is kind of what led to Mega Man X, Zero etc and preventing those world ending incidents would be really heroic. Also Mega Man simply copies The Robot Masters' Weapon Data there is nothing horrible about that.

Except... Megaman wasn't made to be a fighting robot at all... Dr. Light made him to be what he calls a "servant robot", the equivalent of a maid or butler. Megaman hears his friends and city is in trouble and begs Dr. Light to let him go out and battle, so Dr Light gives him a canon and armor so he at least stands a chance and sends him out. Not just that but they also beat over our heads that the robots in the universe of Megaman have free will, and aren't bound to their code as robots of today. And thats why Megaman is considered a hero, cause he could have chose to stick with his purpose and not do anything, but with his free will he chose and begged to go out and save his friends.
