These Bulls had a HARD time with Hakeem & the Rockets(Rockets won 5 of last 6 before Jordan went to baseball. Rockets couldn't stop Jordan,Bull's couldn't stop Hakeem! However,Maxwell was solid defender & Hakeem could help on Jordan,cuz Hakeem didn't have to worry about defending Cartright & Winningham!

Penny got injured and was not the same. Orlando was not a big enough stage for Shaq and did not have the resources to do what was needed to win. The Bulls overall had a more talented team. People talk about the starters, but Orlando's bench was not good.

My understanding is he wanted to sign with Orlando, but he found their first offer so insulting, that he told his agent that he didn't want to negotiate anymore and would go to UFA. Then you had Penny's injury, and Nick Anderson who was a decent 3rd option, I don't think was every the same after missing those free throws in the finals. Your right, their bench was garbage, even the year they made it to the finals.
