I always wondered that why people didn't come running out whenever you shot a building or fired a rocket launcher on it in every GTA game. It feels good to think as it was real life but that thing always hit my mind and reminded me that the buildings have no floor and connect you to the game baseplate (blank void). So where would be people? But it just feels so good to create your own fantasies😂

Indeed, I had tried porting GTA 2 & 1 to SA, you can find remnants of the project on GTA Forum under the name "GTA Renderware" Project.
Also GTA Advance since it takes place in GTA 3's world.

there is not, unfortunately. But SCM (GTA 3 Mission Script) is not that hard to work with. So with a bit of effort, the missions can be recreated
