would you rather buy a ninja 650 2021 or a ninja 400 2023 price is the same and it would be my first bike
I would pick the 650 assuming it was in good shape. The 650 is a great starter bike, comfortable riding position, and can grow with you for several years as your skills improve. That would be my advice. Just ride your skill level and respect the bike. That will keep you safe starting out.

Where can I get the victory jacket? Been wanting one since I got my bike
I picked mine up when Vic was having the closeout sales right after announcing the wind down. You could get them at a significant discount at that time. I do see quite a few folks posting like-new jackets for sale on Facebook from time to time. Unfortunately, I don't know of any aftermarket companies producing Victory branded clothing. Likely due to copyright issues since Polaris still owns the brand.
Does yours vibrate in handles and throttle hand go numb after 20 or so minutes of continuous riding?
Hello! Unfortunately, a first ride review doesn't provide enough time in the saddle to really get a feel for distance. But, we were probably on the bikes about 20 minutes or so and I had no problems with numbness. Vibration was also not an issue so that might lead me to consider your riding position if that is a problem for you. Too much weight on your wrists can definitely lead to numbness and fatigue over time. Something a bit more upright might be better for you if that is something you have often. While this bike wasn't an aggressive position, a true naked sports bike such as the z650 would be even more upright. Best of luck!

yes i got mine recently and have noticed my hand falling asleep sometimes but not every time. vibration is definitely noticeable
