Should see the house that the homeowners turned their entire back yard into an Olympian size pool. What a waste... but if you already have a small yard, why not? If you live in a hot place it would be worth it.

"scrubbing" to you is what you should do. The smoother, the less porous, thus less to coat later and less chance for water to ever get througg. The wetter the concrete stays for longer, the harder it will be later on. When you edge concrete for cracks, that isn't only a crack isolation joint, but it helps to seal the concrete and crack from water. I'd still recommend caulking it thougg
