I would have thought Emirates and Qatar would have been 1 and 2.
Emirates is from the Dubai royal family, NOT from the United Arab government

Philippine Airlines was formerly owned by government from 1946 until 1995 including Martial Law when the airline under government monopolization program which is now privatized by rich businessman while Garuda Indonesia was semi owned by the Government which is 60% stake while the rest is owned by PT Trans Group
Aren't most state carriers owned by their governments in part or fully outside of the "Western" world? Perhaps a video of a Top 10 list or airlines not owned by the government at all in Africa, Asia, South America would be more interesting
I can see why it's done given the importance of air travel to a country's economy and that fact that when push comes to shove governments end up "bailing out" airlines.
How about Singapore Airlines?
You included Vueling but ignored the other carriers in the same group eg. Iberia, British Airways etc
If Vueling is on the list because its owned by AIG group, what about British Airways that is also partof AIG?

The German government bought Lufthansa shares as a form of bailout but has since sold them.

You have to be joking. Either that or you have been living under a rock for the past year. Courts of all levels have ruled against them, their CEO resigned in disgrace and they have just been caught selling tickets for flights which had already been cancelled.

While not very large, El Al, Israel's flag carrier airline, is partially owned by the Israeli government (currently 4.89% ownership). The airline serves 57 destinations with a fleet of 45 aircrafts.
