If anybody's wondering: in the original Chinese, the character has a strong regional accent that's very different from every other character. They're emulating that in the dub by giving him a Scottish accent.
I guess another reason for the Scot accent is because his head is still in The British Museum today, he probably pick up the accent there.
Also, this accent belongs to the northern part of the Shaanxi province of China. If you compare the map between Shaanxi and UK, you will see the resemblance.
No, not really, in original Chinese version, this guy speaks in 100% Pure Mandarine. Only in the singing part he was using Shanxi province singing accent, which applied in English version as well.

An interesting point is that the singer's accent is from Northern Shaanxi, and if you look up a map of Shaanxi Province, you will find it resembles the UK quite a bit.

I'd say it's also partially based on Sumer, which is an ancient city located in southern mesopotamia, modern day Iraq. It is commonly believed to be the earliest known civilization, which explains the nation of wisdom part in GI. And Sumeru is located roughly in the middle of all nations.

I think the accent is good, because almost every buddha come from the west, so the accent make buddha different from china people
His accent when singing Chinese was a very strong dialect from the area. To the point where mandarin speakers like myself can barely understand it. I think the Scottish accent was trying to portray that to english speakers.

Indonesia's Gunung Semeru's name was inspired by Mount Sumeru (mythical mount located near himalaya). Meru means 'high' in sanskrit.

there are short animations after each chapter, all done in different styles. Each are meant to teach a lesson/brief history of the chapter

I think it's a metaphor regarding suspicion towards yao guai nature. Probably the man is heavenly court the fox is wukong. Heaven always suspicious toward wukong and always decide to try to surpress him.
The closest western story that I could think of is the tale of scorpion and frog albeit this is more nihilistic compared to vague fox story. In the end scorpion stung the frog and they both die crossing the river.
But feel free to correct me.
