Yeah honestly it's weird that I know I saw this movie once or twice just completely forgot like the second half of it, especially something is messed up as Virus Groundon.
I personally believe that when the rune that "Groudon" was supposed to be born from was just drawn incorrectly and that the slight error caused a horrible mutation, creating a mindless being that hungers for organic matter, assimilating it in a vain attempt to "purify" itself, and that the only bit of Groudon that's actually there is its vague appearance of Groudon. That's just what I think at least.
The whole virus groudon felt like an homage to the headless forest deity sequence in princess mononoke which was also caused by human greed and selfishness which negatively impacted the environment around it. Trees and animals died whenever the gooey tendrils of the decapitated night walker touched them as it looked for its head. Pokémon basically did a family friendly version of that entire sequence (since nobody died)
I've always loved that the anime was willing to do crazy off-the-wall stuff like this. The idea that a creature like that could exist in the Pokemon world is awesome.

I've been a Pokemon fan for 15 years. *cracks back* ..*mumbles to self* Pokemon is for everyone. I watched this when I was a kid. Im 25. Ive watched every movie, and played every game. I was saddened that they didn't put it into Pokemon Emerald. Or any future Pokemon games.
This Groudon will forever hold a special place in my heart. A friend of mine once wrote a whole fantasy story about me as a king, my then girlfriend as my queen, my school yard friends as servants, my hobbies making up the primary design of my land, and even some bullies as the antagonists, one of which was able to do what this Groudon did in a very scary part of the climax; spawn tendrils and absorb all my friends, and only I could save them and restore order to the land. I was 10 at the time, so this was an absolute magnum opus to me XD And this Groudon inspired one of the best parts of that story. So thank you, nightmarish hell Groudon! :3

But seeing the Flygon scenes where it did more than a salamence and pikachu and basically saved the day, made it, and Absol my favorites in every game since.
Imagine if when False Groudon would have been born in Pokémon: Jirachi-Wish Maker, the real Groudon would have shown up from having been nearby. Would Groudon and False Groudon have tried to interact with each other or would they have fought each other as soon as they would have met face-to-face?
Yes Virus groudon was definitely bigger than either of Groudon's forms: OG Groudon is only 11 feet high, with primal strangely being only 5 feet higher. Hell Virus groudon is probably bigger than the gigantamax pokemon, since most of them are under 100 feet, with only a few exceeding it, it was likely around centiskorch's giganta length (which is 250 ft or so)

This "fake" Groudon is absolutely terrifying from almost every perspective. 1. The anime really shouldn't be taken anywhere close to seriously when it comes to Canon, since they really just do their own thing when it comes to lore. The perfect example of this is the recent season Journeys, since they made Ash's Dracovish a happy-go-lucky pokemon who likes to swim 2. The Galarian birds aren't evil, they're just assholes on a little bit of a powertrip. G-Articuno is cruel and cocky, but it doesn't pick on anything in particular. G-Zapdos is brutal and aggressive, but it only ever picks fights with things stronger than itself. G-Moltres is incredibly destructive and relentless, but only when something provokes it
I kinda wish for some movie exclusive pokemon like Virus Groudon got more representation in modern day... Even if just a nod to it being a threat of the past.

1. The anime really shouldn't be taken anywhere close to seriously when it comes to Canon, since they really just do their own thing when it comes to lore. The perfect example of this is the recent season Journeys, since they made Ash's Dracovish a happy-go-lucky pokemon who likes to swim
2. The Galarian birds aren't evil, they're just assholes on a little bit of a powertrip. G-Articuno is cruel and cocky, but it doesn't pick on anything in particular. G-Zapdos is brutal and aggressive, but it only ever picks fights with things stronger than itself. G-Moltres is incredibly destructive and relentless, but only when something provokes it

I think this fake Groudon was created only with energy from the Milennium Comet and was draining life force in order to complete itself. Butler’s selfish desires and overall “just a little angry”-ness was definitely part of it, but let’s not forget how this thing was created in the first place. Merely using a template
