Its actually rather simple: Primal reversion is restoring the power the pokemon once had. Mega evolution grants the pokemon new power, potentially power the species could have in the future. So many species could actually have mega evolution, but some would require a primal form to regain their strength, as a few species are getting weaker over time. Two other pokemon that would likely have primal forms are Regigigas and Arceus, as neither are able to perform the feats that they once could.
I mean, Arceus would most likely gain an ability to have full typing bonus, (meaning he might as well make all attacks not very effective). And his primal move would most likely be the equivalent of a thanos snap of course...
I always figured Mega Evolutions were just what happens when you overload a pokemon with the life energy of one of it's own species.(AZs weapon using pokemon life energy to fuel itself and thus the eradiated evolutionary stones were eradiated with enough of that pokemon species energy to become a mega stone)

I always thought it was because Kyogre and Groudon were a duo and Rayquaza was a separate legendary that got involved because it was sick of them fighting.
It's just Primal Groundon and Kyogre aren't more powerful version of themselves. That was their normal state, and devolved due to Rayquazas nerfs. So to diffrentiate their pre nerf and post nerf versions, people just added Primal prefix to make them sound cool and left their original names for their actual state
I would also add that Rayquaza already had the power to cancel the two out before, now it just messes them up and strips their power, unchanging unless charged. Like the sky and the sky also releases lighting when charged. Boom science.

what's funny is you're actually still not pronouncing it right. Toshifumi Yoshida, a translator for the Pokémon company, comes to my local con every year and he and his wife Trish are very particular about the proper pronunciation (as are all Pokémon company employees apparently) and according to them it comes from the word quasar, so it's "ray-quay-za" not "ray-quah-za" like you're saying it here. and I don't say this from some holier-than-thou place, I pronounced it as ray-quah-za all my life so I'm still struggling to get it right myself.
Because once they create an item to be used for an evolution, they never go back to it, which is why we have item bloat and crazy evolution methods. The only exception seems to be the stones, but even that doesn't always make sense.

Afterall if you introduce a new evolution for an already existing Pokemon and it uses an item that was available in previous games, everyone's gonna ask "Well why couldn't it evolve until now?" Then there's new Pokemon that evolve differently than previous ones and that's just to add variety, like GF basically thinks it makes it too boring if they introduce new Pokemon that evolve with the same items old Pokemon do so they introduce new items to make it seem more unique.
Not the same kind of primal. Primal Dialga was more primal actions, not a level of power he had before. Dialga got corrupted when the flow of time was corrupted. It didn't strengthen him, just affected how he could think and behave.

He did need the Mega Evolution to destroy that meteor from Episode Delta, so even he has a limit.
One interesting thing is that Air Lock still negates Primodial Sea and Desolate Land, so it's conceivable by game mechanics that base Rayquaza could beat the Primals. Though Rayquaza only winning because of Primal Groudon missing his Stone Edges and Primal Kyogre missing his Blizzards would be funny.

It's just Primal Groundon and Kyogre aren't more powerful version of themselves. That was their normal state, and devolved due to Rayquazas nerfs. So to diffrentiate their pre nerf and post nerf versions, people just added Primal prefix to make them sound cool and left their original names for their actual state

I would also add that Rayquaza already had the power to cancel the two out before, now it just messes them up and strips their power, unchanging unless charged. Like the sky and the sky also releases lighting when charged. Boom science.

what's funny is you're actually still not pronouncing it right. Toshifumi Yoshida, a translator for the Pokémon company, comes to my local con every year and he and his wife Trish are very particular about the proper pronunciation (as are all Pokémon company employees apparently) and according to them it comes from the word quasar, so it's "ray-quay-za" not "ray-quah-za" like you're saying it here.
and I don't say this from some holier-than-thou place, I pronounced it as ray-quah-za all my life so I'm still struggling to get it right myself.

Question: Why is Sedra the only Pokemon to evolve with the Dragon Scale?
Because once they create an item to be used for an evolution, they never go back to it, which is why we have item bloat and crazy evolution methods. The only exception seems to be the stones, but even that doesn't always make sense.

Afterall if you introduce a new evolution for an already existing Pokemon and it uses an item that was available in previous games, everyone's gonna ask "Well why couldn't it evolve until now?" Then there's new Pokemon that evolve differently than previous ones and that's just to add variety, like GF basically thinks it makes it too boring if they introduce new Pokemon that evolve with the same items old Pokemon do so they introduce new items to make it seem more unique.

Not the same kind of primal. Primal Dialga was more primal actions, not a level of power he had before. Dialga got corrupted when the flow of time was corrupted. It didn't strengthen him, just affected how he could think and behave.
