I honestly don’t know why Heimskr gets so much hate. The man is just passionately preaching for a divine and against the Thalmor, and it’s not like he’s wrong. Talos did become a god in TES, the Thalmor are hunting down his worshippers, and the Empire is complicit in it.
Even though Balgruuf supported the Empire, I would have let him keep his position as Jarl, he was a Noble Man, someone the True Sons of Skyrim could respect

You should have shown Dengier (stormcloak jail of Falkreath, not sure how to spell his name). I like his response the best. He pretty much says that Ulfric is certainly selfish and only cares about himself, but he's going to have a much better idea of Skyrim's problems than an emporer living in a different province.

I always wondered why it's always Stormcloaks and Imperials fighting each other across Skyrim. The Jarls are very clearly at war with each other, except Balgruuf before Ulfric forces his hand. You'd expect to see hold troops fighting at the borders. Like Dawnstar and Morthal soldiers fighting each other.
Because most of those jarls don't have the troops to make offensive actions. Especially places like morthal and dawnstar. If they made a move without any backing from either side, it could easily leave them defenseless. Most of the jarls are more concerned about a local threat, forsworn, dragons, etc. That they'd rather wait for the large armies to do something. Plus, I'm sure that many stormcloaks and imperials in skyrim are hold guards loaned to whatever power rules over them as was common in medieval times.

Bethesda actually cut out an alternate option during the Stormcloak side where during the "Give Balgruuf Ulfric's Axe" sequence, you have to intervene during the deliberation at the right time and successfully convince him to side with Ulfric. Provided you have the proper persuasion perks invested and speech level is ample enough. The mod is called Jarl Balgruuf Dilemma.

I wish someone would make a mod that gives out the aftermath of skyrim. Like the moot and you're invited to attend to see who becomes high king, a big celebration in whiterun for destroying Alduin, and potentially more. I've yet to see a mod for that though.

@@isoulz8076 You have to look at it from the Captain's perspective. They brought in 2 carts full of Stormcloaks, including *THE* Ulfric Stormcloak. There were also 2 people with them who didn't wear Stormcloak uniforms and say they aren't with them, but they were still caught together. This could very easily indicate that they are spies, either a Stormcloak one or a foreign one, both of which would be a very big problem if left alive. If they actually aren't with the Stormcloaks and were just at the wrong place at the wrong time, they are still criminals trying to illegally cross the border (in an area that could easily be called an active warzone). The benefits of possibly executing enemy spies far outweigh the demerits of possibly executing someone that only committed a lesser crime.

Plus the people who don't want to be part of the Empire anymore are still firmly anti-Thalmor.
Most people I’m sure pick the imperials because of balgruuf and it definitely helps but I’ve always resonated with ingrid ravencrown with her insight as well as what she says at the thalmor embassy I think about a lot “fair faces and fine food are well and good but honesty is rarely so pleasing” she knows dark days are coming with the thalmor eventually and she had more of an impact on me than most of the other jarls on either side
I think a lot of people end up picking the Imperials because it seems the developers thought the Imperials were the "right" choice. I say this because I swear... the voice actors for Stormcloaks have this intentionally malice-sounding voice to them. People pick up on the "ulterior motives" voicing and shy away from them.

One of the things I wish they added was after taking over a city or before the battle for said city, you could speak with the Jarl’s on opposing sides and convince or even intimidate them to join the side your on. There were a few jarls who were better suited than their counterparts. Also convincing Ulfric and Elisif to marry each other to unify Skyrim all together would be interesting.

I always remember what alvor said about the war: the banishment of talos was made only in paper, when ulfric rose to power empire was forced to act, also stentorr and balgruf both stated that the empire was vital with their trade routes for Skyrim
Not so much rose to power - Ulfric's shenanigans at Markarth are the thing that Alvor is talking about. The Markarth Incident enabled the Thalmor to start enforcing the ban.
True, but if the Empire decided to keep fighting the Thalmor instead of surrender than there would be no need to ban Talos in the first place. The fact that the Thalmor had to sign a treaty goes to show that they were weakening.
Think about it. If the Thalmor was all powerful, then they would not have signed the treaty. They would have instead annexed the Empire and control all of Tamriel.
@@dutchpatriot17 Except they had the warriors of Hammerfell at minimum. They also didn't allow the Thalmor into Skyrim, a land which there are many Nords willing to fight for their homes. They defended the Skyrim border, instead of focusing their priorities on other things. They failed to rely on their provinces and as a result their only other chance to beat the Thalmlor was forfeit.

I always believed that Solitude is the reflection of the empire and windhelm is the reflection of the stormcloaks and if the stormcloaks would win, all of skyrim would look like windhelm.
You know, I always wondered why the dark elves refugees in Riften where not poor like the ones in Windhelm, in fact some of them are quite wealthy, apparently there's a book that explains why and though Ulfric did not help the dark elves put themselves in to that situation, unlike the argonians since they had no chance due to Ulfric banning their access to the city
@@Winrarnt A high elf which the nords despise a lot more than dunmer got into a position of power and wealth and most elves say the ones in the grey quarter are quite bitter and the reason argonians stay out on the docks is because there would be a blood bath against the prideful argonians and the even more prideful dunmer would start to fight each other because of the enslavement of argonians and the argonians butchering their way through a weakened morrowind.
I always though Eilisif didn't deserve to be High Queen just for being the widow of the last High King. I feel like I would have sided Imperial first play through if there was a better candidate. Like Torugg's sister or people rallying behind another city's Jarl.

People in Skyrim who are uneasy about the Dragonborn becoming High King would presumably be more comfortable with it if he married a Jarl. Like a vote of confidence. Also, yeah, after becoming High King of Skyrim, we obviously establish a new Imperial Dynasty based on the bloodline of the Dragonborn. The Septim Empire hasn't been legitimate since Martin Septim died.

I always like Falk, he is the most competent and politically savvy of all the stewards in the holds. And he is pretty open with you as well when starting the Wolf Queen quest. Flat out told player he was just gonna wave the matter off originally before seeking your help.
Vignar looks so wrong on the throne I also like how the Imperial jarls think of the safety of their people first and are fairly dignified in their loss, where the Stormcloaks just fling insults at you and effectively tantrum when it's them

Actually, its more likely the Dominion will bring the fight to the Stormcloaks, and they'll arrive well before Skyrim is ready to deal with them. You'd be foolish if you think that they weren't planning this from the outset of the civil war.

I mean, you can make the same reductive statement about the Legion. Where do you think they get their men from?

The distance is all the way around hammerfell and highrock both of which dislike the thalmor so theirs a fair chance the might get attacked or supply ships bringing food and other necessities would be attacked. Even when they get to skyrim their landing spots are garbage, and their in hostile lands with no proper base. With chance of reinforcements being weeks to months away. Where as skyrim could easily call upon hammerfell for help, morrow too but they be unlikely. If the battle goes well for skyrim the empire might also declare war on thalmor finally, if it doesn't than they covertly help them, after all both sides hate the thalmor, the empire are just bigger cowards than skyrim.
I don't think Ulfric and the Stormcloaks are bad people, but the rebellion is a pretty dumb and inconsequent movement. Talos was literally the founder of the Empire, so it's pretty obvious that they did not want to make peace with the Thalmor and outlaw his worship. The White-Gold Concordat was a way for the Empire to regain it's forces and fight back the Aldmeri Dominion, as General Tulius makes it clear that after dealing with the Stormcloaks they are going to prepare to fight back the Elves. In resume, Ulfric is actually helping the Thalmor (even if he does not realise it), and that's why I side with the Imperials every time I play.

My first time playing Skyrim I was an imperial and I sided with the Stormcloaks, Ulfric said something about me betraying my imperial ways and Cyrodill but he welcomed me as a part of his army anyway. I'm still wondering if he ate the 10k poisoned apples I left on his table.

I always thought it was funny that Thongvor Silver Blood is one of the game’s biggest Empire-haters but he wears imperial steel boots and Bracers, even with the Imperial Dragon Crest on his arms! I’m aware its probably just an oversight because the game classifies the bracers as “Steel” not “Imperial” in the game files so the developers probably just slapped some steel armour on him and forgot about it. But, nonetheless, pretty ironic lol
We're never explicitly shown how old certain characters are, but we can infer based on dialog and other facts so I have to say that Elisif doesn't seem to be old enough to remember the Great War and the signing of the White-Gold Concordat. Torygg, maybe did, but he's dead (this based on Sybille Stentor's dialog) but Elisif gives me the impression that she's really young - like around 20, which would have made her not even born yet at the end of the Great War. By the time Markarth is restored to the Empire by Ulfric's Stormcloaks, Elisif is 10 and old enough to know something big happened but not old enough to grasp all the implications of that conflict. Whereas characters like Tullius, Falk, Erikur, Rikke, Ulfric, Galmar and many others either directly involved. It's a game with admittedly low-par graphics so we can't really assume much but let's make the assumption that all of these people I just named were alive during the GW (they were), they'd have had to be 30 years younger since the GW happened in 4E 171 (Skyrim happens in 4E 201). So all of these people were at least 20-30 when the GW happened. It's still pretty fresh in their minds and Ulfric doing this was exactly what the Thalmor wanted. I really hope that we see more of the conflict unfold in VI (like more or less within the same timespan as Skyrim) since we know that the game will be set in Hammerfell and High Rock.
Well, let's remember something here: the timeline in Skyrim would be similar to our timeline around the years of 1600-1800. During that period of time, one would be considered an adult at 14 years old and many would already have joined armies. If you take that into account, many of the people you mentioned were probably involved in the GW during their teenage years, making them even younger than what we might think. Even if Elisif were about 10 yo, giving the fact that she is a "royal", she would probably already be receiving diplomatic training and would have known a lot about the war, even if she hadn't actively participated in it. When the NPCs refer to others as being "young", they aren't actually commenting on their age, but on their experience. During said times, you could be 25 and already considered old if you fought and lived through a war. Because of that, Elisif is young in experience, but probably older than 20.
Slight correction, in the very same note that expresses the Thalmor wanting the war to happen they also say they DONT want a Stormcloak victory either. Something people always seem to forget while using the very same note or journal entry to argue against Ulfric. So no this isn’t Ulfric doing what the Thalmor wanted. What they wanted was a constant state of destabilization; but now Skyrim can actively build up against them. Either way the Thalmor loose.
I wish you had asked Balgruuf why he sided with the Imperials, I think that should've fitted in, in this video. I guess I'll have to side with the Stormcloaks now to find out myself lol

There’s an option of changing sides near the beginning of joining the imperials/stormcloaks, involving getting the crown out the ruins, where you can give it to the opposite side instead. Imagine the drama :)
No, you don't get it. You were in the general vicinity of some Stormcloaks while trying to cross the border. That means you need to be executed with the rest of the Stormcloaks
Both sides are highly imperfect but I always go with the stormcloaks. I mean hard to join a side that was going to cut your head off to start the game.
It's only hard to join them if you view the Civil War as a contained conflict that would have no repercussions moving forward that would affect-- I don't know-- the next Great War that the Empire was gearing up for. The only thing Skyrim had to contribute was man power and that's it. It's nice if you want a bunch of meatshields but armored warriors are going to die en masse against the Dominion-- that use Magic. If the collective Empire almost collapsed even with the Nords from Skyrim providing the bulk of its forces + other provinces, Skyrim doesn't really stand a chance on its own regardless of its numbers. Hammerfell at least doesn't actively look down on branches of magic such as Destruction like the Nords do.
Balgruuf was OK but he sided with the wrong team. Had he joined Ulfric, he could still have control over his hold so as to not let ulfric's minions enforce too much of their costumes. Still whiterun is 90% nord so, it would be dumb to go against a very divided population.
regardless of your opinion of either side, I'll never understand why people want their character to fight for the people who were literally seconds away from beheading you in the opening scene. You escape with Ralof and then become friends, that makes way more sense than running off with Hadvar, in a real life situation who would you trust??

Balgruuf may have his downsides but he is still a kind hearted jarl who really wants what's best for his people, I wish there was a way to convince him to stay on as jarl, then I would go as storm cloaks, but as it stands Imperials all the way so I can save Jarl Ballin
The issue with that is is that Ulfric forced his hand to serve the Empire. Ulfric's entire position in Skyrim was that you were either with him or against him. He saw neutrality as the acts of an enemy because they are withholding men, resources and supplies from his war effort and that means war. In the Empire path, imperial scouts reported that Ulfric was preparing his army to attack Whiterun. Tullius decided to use that to pressure Balgruuf to join the Empire but Ulfric was still taking aggressive action in preparing to attack Whiterun. When Balgruuf gets the news he starts making preparations for war because Ulfric brought it to his doorstep, and he sends the dragonborn to deliver his axe to Ulfric to get final confirmation on Ulfirc's intentions. On the Stormcloak path Ulfric sends the dragonborn to deliver his axe to Balgruuf and declares his intentions to attack unless Balgruuf submits and joins him. No matter which way it goes, Balgruuf was forced into the war by Ulfric. Balgruuf wasn't going to side with the man invading his hold and bringing war and death to Whiterun.
I joined the Stormcloaks because of Ralof, hate the Empire because Dragonborn almost got executed even he/she was not guilty. It's a shame though, I do like Jarl Ballin.
If you’re on pc the move is to use the become high king immersive edition mod, play through with Ulfric then convince him to vote you as King. After that you can appoint back people like Balgruff or whatever npc’s you want to be Jarls of the major holds. It’s a nice mod for role playing as you can override the decision to put corrupt leaders in power like in Riften where you choose between horrid Lawgiver or Black-Briar. I like saying fuck off to both and giving it to the humble fisherman Bolli. The only downside is you can’t adjust the minor holds, so some of the chill lesser jarls like Ravencrone still get thrown out.
If the Imperials win, Maven Black Briar becomes Jarl of Riften. If the Stormcloaks win, the Silver-Bloods take control of Markarth. No matter what, some corrupt, greedy family gets a promotion
I used to hate having Maven in power, but honestly she summed it up pretty well. “It’s just a formality.” She was always in charge, having her as jarl just makes that even clearer.

I always wondered why it's always Stormcloaks and Imperials fighting each other across Skyrim.
The Jarls are very clearly at war with each other, except Balgruuf before Ulfric forces his hand.
You'd expect to see hold troops fighting at the borders. Like Dawnstar and Morthal soldiers fighting each other.
Because most of those jarls don't have the troops to make offensive actions. Especially places like morthal and dawnstar. If they made a move without any backing from either side, it could easily leave them defenseless. Most of the jarls are more concerned about a local threat, forsworn, dragons, etc. That they'd rather wait for the large armies to do something. Plus, I'm sure that many stormcloaks and imperials in skyrim are hold guards loaned to whatever power rules over them as was common in medieval times.
But everyone talks about how all the soldiers are too busy with the war.

I just hate seeing Balgruuf get overthrown. I don't like killing Ulfric either. That's why I usually go with the peace option.
The "Peace" option is nothing but a temporary truce until the dragons get dealt with.
Bethesda actually cut out an alternate option during the Stormcloak side where during the "Give Balgruuf Ulfric's Axe" sequence, you have to intervene during the deliberation at the right time and successfully convince him to side with Ulfric. Provided you have the proper persuasion perks invested and speech level is ample enough. The mod is called Jarl Balgruuf Dilemma.

Thus they can then have the war decided by external factors, likely Morrowind sending an army to besiege Riften and Hammerfall flanking an Imperial attempt to retake Markarth, given all 3 of these nations have the same goals of re-exert their independence from the Empire and oppose the Thalmor.
I wish someone would make a mod that gives out the aftermath of skyrim. Like the moot and you're invited to attend to see who becomes high king, a big celebration in whiterun for destroying Alduin, and potentially more. I've yet to see a mod for that though.

@@isoulz8076 You have to look at it from the Captain's perspective. They brought in 2 carts full of Stormcloaks, including *THE* Ulfric Stormcloak. There were also 2 people with them who didn't wear Stormcloak uniforms and say they aren't with them, but they were still caught together. This could very easily indicate that they are spies, either a Stormcloak one or a foreign one, both of which would be a very big problem if left alive.
If they actually aren't with the Stormcloaks and were just at the wrong place at the wrong time, they are still criminals trying to illegally cross the border (in an area that could easily be called an active warzone). The benefits of possibly executing enemy spies far outweigh the demerits of possibly executing someone that only committed a lesser crime.

@@freevertibirdrides7437 Viking Age is unlikely given the Stormcloaks, Hammerfell, and Morrowind don't want that so much as a resurgence of the ideals of the Ebonheart Pact, that Tamriel shouldn't have a central state, but be a confederation of ethnostates, so their racial cultures can be respected and not tied to the whims of another race. Plus the people who don't want to be part of the Empire anymore are still firmly anti-Thalmor.
Out of my ten years of playing Skyrim, Ulferbth and Adrianne have been my favorite duo, and possibly top characters of all time.

Most people I’m sure pick the imperials because of balgruuf and it definitely helps but I’ve always resonated with ingrid ravencrown with her insight as well as what she says at the thalmor embassy I think about a lot “fair faces and fine food are well and good but honesty is rarely so pleasing” she knows dark days are coming with the thalmor eventually and she had more of an impact on me than most of the other jarls on either side
I think a lot of people end up picking the Imperials because it seems the developers thought the Imperials were the "right" choice. I say this because I swear... the voice actors for Stormcloaks have this intentionally malice-sounding voice to them. People pick up on the "ulterior motives" voicing and shy away from them.

One of the things I wish they added was after taking over a city or before the battle for said city, you could speak with the Jarl’s on opposing sides and convince or even intimidate them to join the side your on. There were a few jarls who were better suited than their counterparts.
Also convincing Ulfric and Elisif to marry each other to unify Skyrim all together would be interesting.

I always remember what alvor said about the war: the banishment of talos was made only in paper, when ulfric rose to power empire was forced to act, also stentorr and balgruf both stated that the empire was vital with their trade routes for Skyrim
Not so much rose to power - Ulfric's shenanigans at Markarth are the thing that Alvor is talking about. The Markarth Incident enabled the Thalmor to start enforcing the ban.
True, but if the Empire decided to keep fighting the Thalmor instead of surrender than there would be no need to ban Talos in the first place. The fact that the Thalmor had to sign a treaty goes to show that they were weakening.
Think about it. If the Thalmor was all powerful, then they would not have signed the treaty. They would have instead annexed the Empire and control all of Tamriel.

They defended the Skyrim border, instead of focusing their priorities on other things. They failed to rely on their provinces and as a result their only other chance to beat the Thalmlor was forfeit.

You know, I always wondered why the dark elves refugees in Riften where not poor like the ones in Windhelm, in fact some of them are quite wealthy, apparently there's a book that explains why and though Ulfric did not help the dark elves put themselves in to that situation, unlike the argonians since they had no chance due to Ulfric banning their access to the city
@@Winrarnt A high elf which the nords despise a lot more than dunmer got into a position of power and wealth and most elves say the ones in the grey quarter are quite bitter and the reason argonians stay out on the docks is because there would be a blood bath against the prideful argonians and the even more prideful dunmer would start to fight each other because of the enslavement of argonians and the argonians butchering their way through a weakened morrowind.

@@Seifiros I don't marry Elisif because it grants me the title, I know Skyrim titles don't work like that, I marry her as a means of solidifying my authority (and because she's awesome as a wife). People in Skyrim who are uneasy about the Dragonborn becoming High King would presumably be more comfortable with it if he married a Jarl. Like a vote of confidence.
Also, yeah, after becoming High King of Skyrim, we obviously establish a new Imperial Dynasty based on the bloodline of the Dragonborn. The Septim Empire hasn't been legitimate since Martin Septim died.

I always like Falk, he is the most competent and politically savvy of all the stewards in the holds. And he is pretty open with you as well when starting the Wolf Queen quest. Flat out told player he was just gonna wave the matter off originally before seeking your help.

Actually, its more likely the Dominion will bring the fight to the Stormcloaks, and they'll arrive well before Skyrim is ready to deal with them. You'd be foolish if you think that they weren't planning this from the outset of the civil war.

I mean, you can make the same reductive statement about the Legion. Where do you think they get their men from?

The distance is all the way around hammerfell and highrock both of which dislike the thalmor so theirs a fair chance the might get attacked or supply ships bringing food and other necessities would be attacked. Even when they get to skyrim their landing spots are garbage, and their in hostile lands with no proper base. With chance of reinforcements being weeks to months away. Where as skyrim could easily call upon hammerfell for help, morrow too but they be unlikely. If the battle goes well for skyrim the empire might also declare war on thalmor finally, if it doesn't than they covertly help them, after all both sides hate the thalmor, the empire are just bigger cowards than skyrim.
I don't think Ulfric and the Stormcloaks are bad people, but the rebellion is a pretty dumb and inconsequent movement. Talos was literally the founder of the Empire, so it's pretty obvious that they did not want to make peace with the Thalmor and outlaw his worship. The White-Gold Concordat was a way for the Empire to regain it's forces and fight back the Aldmeri Dominion, as General Tulius makes it clear that after dealing with the Stormcloaks they are going to prepare to fight back the Elves.
In resume, Ulfric is actually helping the Thalmor (even if he does not realise it), and that's why I side with the Imperials every time I play.

My first time playing Skyrim I was an imperial and I sided with the Stormcloaks, Ulfric said something about me betraying my imperial ways and Cyrodill but he welcomed me as a part of his army anyway.

I always thought it was funny that Thongvor Silver Blood is one of the game’s biggest Empire-haters but he wears imperial steel boots and Bracers, even with the Imperial Dragon Crest on his arms! I’m aware its probably just an oversight because the game classifies the bracers as “Steel” not “Imperial” in the game files so the developers probably just slapped some steel armour on him and forgot about it. We're never explicitly shown how old certain characters are, but we can infer based on dialog and other facts so I have to say that Elisif doesn't seem to be old enough to remember the Great War and the signing of the White-Gold Concordat. Torygg, maybe did, but he's dead (this based on Sybille Stentor's dialog) but Elisif gives me the impression that she's really young - like around 20, which would have made her not even born yet at the end of the Great War. By the time Markarth is restored to the Empire by Ulfric's Stormcloaks, Elisif is 10 and old enough to know something big happened but not old enough to grasp all the implications of that conflict. Whereas characters like Tullius, Falk, Erikur, Rikke, Ulfric, Galmar and many others either directly involved. It's a game with admittedly low-par graphics so we can't really assume much but let's make the assumption that all of these people I just named were alive during the GW (they were), they'd have had to be 30 years younger since the GW happened in 4E 171 (Skyrim happens in 4E 201). So all of these people were at least 20-30 when the GW happened. It's still pretty fresh in their minds and Ulfric doing this was exactly what the Thalmor wanted.
I really hope that we see more of the conflict unfold in VI (like more or less within the same timespan as Skyrim) since we know that the game will be set in Hammerfell and High Rock.
Well, let's remember something here: the timeline in Skyrim would be similar to our timeline around the years of 1600-1800. During that period of time, one would be considered an adult at 14 years old and many would already have joined armies. If you take that into account, many of the people you mentioned were probably involved in the GW during their teenage years, making them even younger than what we might think. Even if Elisif were about 10 yo, giving the fact that she is a "royal", she would probably already be receiving diplomatic training and would have known a lot about the war, even if she hadn't actively participated in it. When the NPCs refer to others as being "young", they aren't actually commenting on their age, but on their experience. During said times, you could be 25 and already considered old if you fought and lived through a war. Because of that, Elisif is young in experience, but probably older than 20.
Slight correction, in the very same note that expresses the Thalmor wanting the war to happen they also say they DONT want a Stormcloak victory either. Something people always seem to forget while using the very same note or journal entry to argue against Ulfric.
So no this isn’t Ulfric doing what the Thalmor wanted. What they wanted was a constant state of destabilization; but now Skyrim can actively build up against them. Either way the Thalmor loose.
I wish you had asked Balgruuf why he sided with the Imperials, I think that should've fitted in, in this video. I guess I'll have to side with the Stormcloaks now to find out myself lol

It's only hard to join them if you view the Civil War as a contained conflict that would have no repercussions moving forward that would affect-- I don't know-- the next Great War that the Empire was gearing up for. The only thing Skyrim had to contribute was man power and that's it. It's nice if you want a bunch of meatshields but armored warriors are going to die en masse against the Dominion-- that use Magic. If the collective Empire almost collapsed even with the Nords from Skyrim providing the bulk of its forces + other provinces, Skyrim doesn't really stand a chance on its own regardless of its numbers.
Hammerfell at least doesn't actively look down on branches of magic such as Destruction like the Nords do.

You escape with Ralof and then become friends, that makes way more sense than running off with Hadvar, in a real life situation who would you trust??
the politics and reasoning behind the empire doesn't change just because some idiot was going to behead you, and hadvar clearly didn't want you to be executed. You can't hold grudges for a mistake

Well, the stormcloacks never say something like "hey, he is not with us, don't execute him", so, it's more likely that stormcloacks are the main reason why are you getting executed

Balgruuf may have his downsides but he is still a kind hearted jarl who really wants what's best for his people, I wish there was a way to convince him to stay on as jarl, then I would go as storm cloaks, but as it stands Imperials all the way so I can save Jarl Ballin
one of my playthroughs is glitched and while the storms cloaks occupy whiterun, balgruuf is still jarl in battle armour and all
The issue with that is is that Ulfric forced his hand to serve the Empire. Ulfric's entire position in Skyrim was that you were either with him or against him. He saw neutrality as the acts of an enemy because they are withholding men, resources and supplies from his war effort and that means war.
In the Empire path, imperial scouts reported that Ulfric was preparing his army to attack Whiterun. Tullius decided to use that to pressure Balgruuf to join the Empire but Ulfric was still taking aggressive action in preparing to attack Whiterun. When Balgruuf gets the news he starts making preparations for war because Ulfric brought it to his doorstep, and he sends the dragonborn to deliver his axe to Ulfric to get final confirmation on Ulfirc's intentions. On the Stormcloak path Ulfric sends the dragonborn to deliver his axe to Balgruuf and declares his intentions to attack unless Balgruuf submits and joins him.
No matter which way it goes, Balgruuf was forced into the war by Ulfric. Balgruuf wasn't going to side with the man invading his hold and bringing war and death to Whiterun.
The good ending. Skyrim becomes an independent power free from elven tyranny, and will soon ally with Hammerfell to take the fight to the elves.

Skyrim and Hammerfell wouldn't team up since they have their own individual messes that they'd want to sort out.

I joined the Stormcloaks because of Ralof, hate the Empire because Dragonborn almost got executed even he/she was not guilty. It's a shame though, I do like Jarl Ballin.
If you’re on pc the move is to use the become high king immersive edition mod, play through with Ulfric then convince him to vote you as King.
After that you can appoint back people like Balgruff or whatever npc’s you want to be Jarls of the major holds.
It’s a nice mod for role playing as you can override the decision to put corrupt leaders in power like in Riften where you choose between horrid Lawgiver or Black-Briar. I like saying fuck off to both and giving it to the humble fisherman Bolli.
The only downside is you can’t adjust the minor holds, so some of the chill lesser jarls like Ravencrone still get thrown out.
