Don't use a tap fitting. On ebay you can buy 22mm dia Nylon washers that are 20mm thick. The internal hole is 10.5mm. Ideal for using on a 22mm equal t compression fitting. When they wear, simply cut olive off the washer at an angle, then put cut olive on replacement nylon washer. Nylon is cheap and wear resistant.
That would be way better. That threaded bar is going to a) get on his nerves and 2) wear through the brass in seconds. You can also weld a bit of threaded to a smooth bar.
The bait pump would be great but for one thing, the way the handle fits to the shaft, that nut on the handle will tear into your hand with constant pulling of the shaft.

What if you used a stainless steel rod and just threaded the ends where you need them threaded?
