I think the reason you couldn't get into the BIOS or the boot menu was because an option like "Fast Boot" was enabled tl;dr, most implementations of it disable access to the BIOS, expecting you to instead enter it via the OS (Windows lets you enter it via the recovery menu! Settings > System > Recovery > Advanced Startup)
I’m pretty sure the ThinkPad laptop he mains on was a Windows 7 one, which only has Startup Repair and doesn’t work that way. So regardless of the unofficial upgrade to Windows 11, I don’t believe the BIOS would be programmed that way
