It's because Vantage now gives light cover and it has a conceal order. Can only be negated if shooting at the same height or higher, or if you have seek (:
For the double shot the drone took on the vespid, where they were both on vantages. Wouldn’t the shots not be obscured, as you ignore obscuring on the active operative and intended targets terrain?

Oh no when shooting the grenade launcher Vespid it would benefit from the vantage heavy
