How To Fix Dell Boot Loop - Stuck Restarting Error

    If your Dell computer is stuck in a 'Boot Loop' situation or is restarting during startup and your computer is not fully booting up, follow this for help troubleshooting. If your HDD turns out to be bad, it would need to be replaced. You can see HDD and SSD idead in the Computer Component list here: www.amazon.com....     Q: What are the buttons you press?
    A: F2 - BIOS, F12 - Diagnostic Options
    Q: What if you cant change between Legacy and UEFI?
    A: If you cant find those options or cant change between them, move on and continue with the rest of the video. What was the result of the Dell diagnostic scan?
    Q: Changing the settings in BIOS didn't help and the scan passed everything :(
    A: If changing the settings in BIOS did not help and the diagnostic scan showed the hard drive to be healthy, then you can proceed with the rest of the video. You can try the Repair or Recovery options in BIOS or undoing the last update if applicable. If that does not help, your last resort would be to install a new operating system.

    Q: I cant run the diagnostic scan. It wont complete or I cant access it.
    A: If you cannot run the scan, we don't know for sure if the HDD is healthy or not. We will have to continue troubleshooting assuming it is for now. If its healthy, and if the issue is operating system related, I would then reinstall it.

    A: If your HDD fails the test, then it is most likely bad and should be replaced. Let me know if you would like help with that operation. After installing the new drive, you would need to install an operating system onto it as seen here;

    Q: The diagnostic scan cannot see my HDD or says its 'Not Installed'?
    A: If the diagnostic scan cannot see your HDD, its most likely bad or just loose. Try 'reseating' it as seen here. Run the scan again. If its still not seen, I would then replace it and install Windows to the new one as seen here;

      1. Can you find any Repair or Recovery options in BIOS?

    You saved me from endless pain. In my case it was the CMOS battery. I never knew such a thing existed on a desktop. If it wasn't for your video I would have thought it was time to change the power source or maybe the PC itself, cos all I found online were the same answers.
    So thanks a lot! By the way, in my case it came to the point where I couldn't boot the PC anymore. Totally dead. So it doesn't just affect the BIOS clock but might prevent the system from booting. I clarify this because, again, many people online insist it's just for bios memory and that a computer should still boot even with a dead battery. Not true with my PC. I have a Dell.

    Thanks a lot my computer was restarting for hours until I saw your video.I don’t know much about computers but I managed to fix it in one try, after following your instructions my computer has restarted and working now. I will ask my husband to do a thorough look at why this had happened so I don’t mess up my computer or loose important documents.

    Hey , I followed the test instructions and nothing came back besides a “The AC power adapter wattage and type cannot be determined. The battery may not charge.” When I exit the test , it continued to be stuck on the restart & updating screen 😩

    I noticed you had mentioned BIOS updates before moving on to the OS reinstall. Do you happen to have a video about BIOS Flash update from the one-time-boot menu? I could not find it if you do and I would be very curious to learn how that should be performed. Your videos have been super helpful for me and I appreciate how clearly you break everything down!

      Thanks for the nice comment :) Can you access BIOS at startup? If so, can you find any Factory Reset options there? If not, you can try a manual BIOS reset as seen at 9:14 here: th-cam.com/video/HHwzA37r4e8/w-d-xo.html
      I dont however yet have any videos showing how to flash update or download BIOS as any error could brick computers. I prefer not leading many new people down that road at this time. Sry :(

    The first one worked thank you sir I just left my computer on for about six hours and went to do something and forgot about it and it was stuck on the dell loading screen and then when I restarted it it said something went wrong on startup 1:54

    All test came back successful. No faults. Both hard Drives, BIOS, and the Operating System. Legacy Boot Mode is not supported on this platform. Startup Repair couldn't repair the PC. This gives me the option to go back to "Advanced Options". And That came back Successful.

    What if the boot sequence menu in BIOS does not show Internal HDD? Diagnostics said everything is fine and “No bootable devices found. Possible causes are corrupt OS image or boot device not enabled in BIOS setup”.

    hi i have a dell latitude laptop. i cant get the exact number or model because i cannot access the main settings. its quite a big one if that helps. however i cannot get into bios. i cant even turn it on. When i plug it in, the keyboard lights up for a second then the logo appears on a black background and nothing happens. it has a screw on case.. PLEASE HELP

    Hello I really need help! Nothing was wrong with the diagnostics scan. When I went into BIOS the time was wrong. I changed that but it’s still stuck in a boot loop. The dell icon shows, then my laptop says it’s updating, then it just restarts and repeats this over. In boot configuration the boot sequence shows Windows Boot Manager, UEFI (with a long sequence of letters and numbers), ONBOARD NIC (IPV4), ONBOARD NIC (IPV6). I don’t really know what any of this is and it’s different to what you showed in the video. You mention about switching to Legacy but I’m really confused on what to do! i really hope my laptop can be fixed quickly without taking it apart or having to do anything too confusing. Thank you!

      @@PC_Monkey There were no recovery or repair options in BIOS. And no I don’t believe anything like that could have happened to my laptop! I installed windows 11 onto a USB and I’ve tried to boot using that but I’m still running into issues. Apparently no feature or quality updates can be uninstalled. Startup repair nor system restore are working either. I think I might have to fully restart my laptop. Would you be able to advise on how to do this? Thanks for getting back to me, I appreciate it

      @@PC_Monkey Hi again. Yes, I downloaded windows 11 onto a USB hoping my laptop would boot from that, it did not. Troubleshooting didn’t allow uninstallation of any updates, nor did the system restore or startup repair do anything. Following some tutorials, I tried some things in the command prompt tab in advanced options, I found my laptop was unable to copy boot files and couldn’t find any solution to this so gave up.
      I used support assist OS recovery as I just wanted to wipe everything from my laptop and reset to factory settings, but immediately this stopped because of an issue with the operating system. I believe the pop up said something about an error and missing something with the OS. I’m not too sure, but now when I turn on my laptop there is nothing to boot from at all. The previous boot configuration was Windows Boot Manager, UEFI (with a long sequence of letters and numbers), ONBOARD NIC (IPV4), ONBOARD NIC (IPV6). Now it just shows ONBOARD NIC (IPV4), ONBOARD NIC (IPV6). I really hope I haven’t messed my laptop up I have no idea what else I can do now :’)

      @@bingbingbongbong2829 If the install failed with the install media, I would try it in all the USB ports as some computers only will accept one of them for this operation. If none work, you may have an issue with the drive after all. I would then try replacing the drive and trying the install again

    thanks alot. I went through lots of your steps but was still stuck unltil I took out and cleaned SSD connector with alcohol. Now fixed. Will try now with cloned larger SSD.

    My computer is like really old like from 2009 or sum it was my dads old one and ive been trying to fix this from this year.i tried pressing F12 but it didnt not work it only opens Setup and it makes a beeping noise and then it just turns off.

    Good video but unfortunately it doesn’t work for my issue, F12 has no effect and it remains on the sell logo screen. I’m unable to access the hard drive as l don’t have the tolls to remove the back.

      1. Yes, without basic hand tools, many DIY steps will not be accessible :( Did you try the other function keys? Some models use different ones?

    Still stuck, I got kind of lost of the boot configuration step because my interface looks different. I have a Inspiron 14 7415 2-in-1. Still great explanations
    *Edit: I went back to the Boot menu and noticed the time went back again after a change, so I guess the problem is there

      @@PC_MonkeyI’m still trying to replace the cmos battery. I bought a part but it had the wrong connection, so I followed another DIY to reattach the wires to a new battery, but I probably messed up bc it didn’t work out for me.
      I remember at first it said there was a thermal issue and to try cleaning the fan. I had my laptop on my carpet for a few days without using it. IT is saying it may be an OS issue from overheating and to fix it I’ll lose all my data.

    Nice, but: You explained a lot of things that are rarely the reason for a boot loop. My son and I are now trying to remove the current boot loop problem on my son's dell laptop since weeks. But nothing helps. Windows is starting ..... we can see the dell logo and we can see the start animation (dots circeling arround) of Windows ..... and then after a few seconds that laptop start again for the next boot loop ..... we tried all! .... but nothings helps. It is so frustrating.... What can we do?

      What things are rarely the cause for the boot loop? In my computer shop that I have run for almost 10 years, all the things in the video are regularly the cause for a boot loop situation. Have you seen it to be otherwise in your experience fixing multiple computers a week?

      @@PC_Monkey ... Please excuse me, I didn't mean to upset you. We are both very disappointed right now because all our efforts to remove this bootloop have been unsuccessful so far. Unfortunately, my son and I live very far apart, so we can only work together via Whatsapp video stream. We will check everything again today regarding the BIOS diagnostics. Maybe it will help. Your video is very good, but I'm afraid that none of your solutions will help us. We will see!

      1. You have a Dell? Are there any signs of life at all when you try to turn it on? Lights? Fan, Motherboard, or Hard Drive sounds? Anything seen on the screen?

      @PC_Monkey No I was not able to access that, I could only access bios boot options where I had the options to load the bios from different points. Where I then tried every load option for the bios and still ended up in a loop.
      I think my motherboard is bricked.

      @@danieldoss223 You can try a manual BIOS reset as seen at 9:10 here: th-cam.com/video/kOBY4k2Mn_k/w-d-xo.html. Otherwise, you can try reloading BIOS. If neither work then ya :( Your motherboard may be toast :(

    Thank you for doing this? After creating Windows 11 Installation Media and trying to reinstall on my Dell Inspiron 7706 2n1, there wasn't a Driver to Install. Browsed to the USB "No signed device drivers were found." Which is the correct driver to search to download?? I've everything accept right one....obviously.!

    I watched this video in the hopes of miraculously figuring out and fixing my Dell XPS 8700 desktop. I had done an update per computer’s recommendation, but unfortunately since that was done said desktop has not been the same. Whenever I reboot my computer, it’s like I’ve restarted a new computer. My files/docs are there, however, they are not where and/or as I had saved them. I’d initially thought I’d lost everything, but don’t understand what happened or how to get it all back as it was.

      Yes.
      So, the computer boots back up, but it doesn’t look how it did prior to the update. I actually no longer bother trying to set my preferences etc up to my liking because once I power down and restart, it is as if I did anything.
      I don’t know how to describe this, but I don’t think my desktop issue fits under the topic of this particular video series you did (I’ll ck the others you’ve done). Let’s just say it seems to be living in “Groundhogs Day” hell ?!! 😜

      @@danielleroche4366 lol If the apps on your desktop are being reset every power off, its definately an OS issue. I would try installing all the updates first.

    hello sir i have a Dell Laptop it is inspirion something and it keeps on going on dell logo then windows logo then it sometimes shows getting updates ready the time i am commenting it is at 64% if it updates then i will inform you and if u think it is a hdd problem please comment on it and by the way it also crashes and when i diagnosed it showed some error in HDD, do u suggest that i should buy an SDD and get all the HDD's removed from my laptop??

      Yes. If an error is shown in the HDD, I would replace it. You could use this as a chance to upgrade to a SSD which are faster and break less often :) Remember to install an operating system to the new drive after installing it as seen here;

    Hi there think you were the best I watched today but I still have an issue, when you go into Boot sequence there is no Legacy or the other button you mentioned. So all i see is Diskette Drive, Internal HDD, USB Storage Device, CD/DVD Drive which are all ticked then the Onboard NIC is not ticked. Then there is one square with "The lis specifies the order ....................." Please help xxx

      If changing the settings in BIOS did not help and the diagnostic scan showed the hard drive to be healthy, then you can proceed with the rest of the video.     I was trying to update my windows frm 10 to 11 on my dell laptop, it keeps stopping at 71% of step 3 of 3 installation, and my pc met all the requirements for windows 11
    So I watched a video on TH-cam for solutions, the video made me delete some files from c drive after deleting those files my pc refuse to boot
    Any help pls
    I went to to c drive-windows-software distribution folder and deleted everything there
    I also went to c drive-windows-system32-cat root and deleted everything there I also went to cat root2 and deleted everything there after deleting the above mentioned my pc refused to boot up
    Pls is there anyway I can fix this or recover the above deleted in bios??
    I have also tried all what u did in this video same thing 😢😢

    Hy, man my laptop DELL E5430 shown invalid configuration information-Please run setup program,
    Then down there written that your laptop got shutdown automatically because of high temperature due to high temperature area or fan vents air blowing restrictions.
    Then down error show #M1004 that call DELL support with this and down F1,F2 and F5 keys are asked to press.
    Hope you help me solve the issue.

    I have a HP Envy windows 11. Do you have a video to enable directx I've followed other fixes videos it didn't work. It can't be my video card not powerful enough. The games worked for months then stopped. It says please install directx or higher. I believe 12 ultimate is installed. I'm playing CNC kanes wrath. I've played just fine on Vista and 8.1 years ago I've also seen error code 43

    I have a Dell inspiron 5590 that is unable to boot up unless it is connected to its charger. Moreover, even after it has been connected and i proceed to hit the power buttom to start the device....it simply displays the Dell Logo while loading and then shuts off again. Please help.

    I really liked your video. Very organized and clear. Thanks for posting. Unfortunately it did not address my problem. My Dell xps laptop freezes early in the boot process. I have tried to run the diagnostics (F12) and the BIOS setup (F2), but the laptop freezes within a minute of starting either of these. Sometimes I am unable to shut the laptop off (either holding the power key down or pressing it many times) and I have to close the laptop and leave it alone for a while. Any thoughts before I start opening it up? Battery? HD? Motherboard? Thanks!!!

      1. If you try starting the computer with only the charger and no battery, or only the battery and no charger, will it still freeze?

      @@PC_Monkey Thanks for the quick reply. I was getting an amber light from the front of the keyboard, so I switched out the charger. The laptop now boots up better but still freezes. The computer is one I gave to a student so I don't know if something was spilled, etc. I've tried reformatting the laptop from the login screen and now I get a blue screen that windows is not loading properly. I suspect a hardware issue...any more thoughts?

      @@christopherbaxter2657 If you cant run the diagnostic test and you cannot install Windows, I would try replacing the HDD. If that fails to allow you to install Windows, your most likely looking at a motherboard issue at that point :(

    In your video, you mention checking video 1 if the computer repeatedly starts and shuts down before the Dell logo, but there is no list of videos. My Dell M4600 (battery out) starts up as soon as power is applied, and restarts after 17 seconds. Power switch does not work, F2 and F12 have no effect, screen is black, fan runs and caps lock light is on. CMOS has been reset, and two power bricks give same result. Where can I find "video 1"?

      @@PC_Monkey All tests had no effect. I also tried removing the HDD and RAM completely - no change. I had previously tried a CMOS reset, and the symptoms changed. Before the reset, the power button worked to turn on the system for 17 seconds, then it would reset automatically. After the CMOS reset, the power button stopped working. No battery, no HDD, no RAM, no CMOS battery - plug in power and computer starts without touching anything. Black screen; power light, caps lock light,and fan all come on. 17 seconds later, lights blink, fan stops and everything starts again. Holding power down has no effect. Also pulsing F2 or F12 has no effect. Back story - this laptop has been sitting plugged in but not used for 3+ months with new battery. Before that it worked fine. Thanks for your help.

    I tried all your steps but nothing worked. Last time this happened i just reset my laptop, but this time around it doesnt give me the reset option. Could you please help?

    So I had the Dell logo issue and tried the diagnostics test since I have to take the entire bottom of my laptop off to access the hard drive. Unfortunately, it ended up failing the hard drive test. Me being terrified of my data being lost forever, and not being able to get to the repair shop at this moment, decided to put in and boot up the laptop from my old hard drive from my last computer which I had originally used to transfer my old data to my “new” (bought used) laptop. I thought this would be a good way of perhaps bringing up my hard drive without having to take it out, just to check if my data was at least still on it. After checking a few files (it would take me too long to grant permission too all the files) and seeing that the space on the drive is still filled to where it was previously, it seems nothing was actually lost. So I’m not sure what my next step here would be.
    Should I bring the hard drive to my local repair shop and ask them to check if the issue lies with the hard drive itself, or is it possibly just a loose hard drive?
    For context: this issue began with my computer freezing out of nowhere after using it all morning. I shut it down as I normally do because I just hate waiting for something to happen. When I turned it on, my laptop was stuck in the Dell logo booting screen. And this nightmare started from there.
    Apologies for the long message but I hoped I could get quicker and simpler advice here than waiting until after my shift tomorrow to bring the hard drive in to the repair shop 😅 Any help would be greatly appreciated!!

      Yes, you should bring it in to a shop. If the HDD is failing the test, then its most likely going bad and the DATA is soon to be lost. Best to bring it in then to try and mess with the OS more, possibility killing the HDD faster.

      Changing the Legacy settings in BIOS wont affect any DATA saved to the HDD :) Were you able to run the Dell diagnostic test as seen here?

    Can you explain to me pls, this happened to me when I was playing a game and it started to not respond i couldn't minimize so i tried sleeping it and i accidently shutted it down i think there was some background apps i don't know if it happened because there was a load amount of packets going on.But when it restarts again the dots in the loading screen gets stuck pls help

    Hey, when i try to boot or diagnose or anything it doesnt open , i press f12/f2 and nothing happens.
    Does that mean my disk is done and i have to use another one? because this one haves data i need.

    I have a Dell Precision M6800 that shows the Dell logo, then the screen goes black. F2 says entering setup, then black screen. F12 says One Time Boot Menu, then black screen. Tried methods on all 6 of your videos, and nothing works. Any ideas? Thanks... -Robert

      If you cannot run the scan, we don't know for sure if the HDD is healthy or not. We will have to continue troubleshooting assuming it is for now. If its healthy, and if the issue is operating system related, I would then reinstall it.

      If the install fails, you may have then identified the hard drive as bad. It would then need to be replaced.

    Hi, I have a Dell Inspiron 15 that has win10 on it. On F12 it first came up with a One Time Password that gives you access so you can boot usb first, I tried that but it never worked, now it never comes up again, so cant boot from disc or usb. It just goes round in a boot loop, logo comes up spinning dots, then welcome word, spinning dots freeze, screen flashes and restart. Have tried taking CMOs battery out no change. I do get a blue screen flash, that you can see by recording on a camera it says, do not turn off installing windows 64%. I am sure it’s a software problem as others have the same problem, but if I can’t use usb or drive how can I reinstall, as can’t get into recovery by restarting 3 times, could it be a virus, if so how can I run virus program, your thoughts could be very helpful as I am stumped, many thanks Barry.

    Hey, my laptop has had this boot loop issue ive done everything and it says my hard drive is good (its a new laptop 2 months since i used it) I want to open the back and check the hard drive but dont know where it is. my laptop is a dell latitude e7470

    Hi, recently reset my Dell Inspiron i5 5000 series. Its booting up but getting stuck in the choose windows which is lists 2 windows 10 Version 3 but both do not work and the laptop just falls back to the same screen. Any advice?

    My Dell Vostro PC was all fine yesterday it suddenly gave out a blue screen of death something about critical function... Then it went on a boot loop then Dell is recovery automatically opened and asked to fix some files it fixed it but later on it again went on the boot loop Dell logo>loading screen>blank screen then again can't understand whats happening

    Hi I ve one dell Inspiron 15 which is stucked on the dell logo. No windows boot I guess. I ve pressed the F12 button to enter dell support assist. I ve run the quick test which is ok. Then an advanced test for disk 1, os boot path , processor , memory , system management . Every thing is ok. My problem is that on the dell support assist , I can only switch between quick test and advanced test . I do not have a home screen with other options than diagnostics as shown on your video. Can you help me ? Thanks!

      If changing the settings in BIOS did not help and the diagnostic scan showed the hard drive to be healthy, then you can proceed with the rest of the video. You can try the Repair or Recovery options in BIOS or undoing the last update if applicable. If that does not help, your last resort would be to install a new operating system.

      If your HDD fails the test, then it is most likely bad and should be replaced. Let me know if you would like help with that operation. After installing the new drive, you would need to install an operating system onto it as seen here;
