Can we do this step if you have installed a new WordPress plugins in cpanel because i got stuck in this place i did a reset for WordPress and reinstall the wp in cpannel still got that back up files.

if you do properly it will not affect. whereas if you purchased hosting from DomainRacer then we give free migration from our end.
Do you have to specifically change the usrename for this to work or can you add an account that has the old username too??
in this case, you can ask your new provider to change username. they can do that since it is fresh cpanel created.
in this way, you can do migration easily by following video guide. About migration, you can also ask your hosting provider. In DomainRacer case, we do from our end to avoid user issues.

If you copy the full cpanel files over to the new host cpanel, then why cant its just copy all the old db usernames and cpanel settings over?
both server have there own settings. when we do migration then we cant do username and cpanel setting migration without root user. the only hosting provider of new cpanel can do that for you.
If you where customer of DomainRacer. in that case, we will do migration without worry. Please do communicate with hosting provider if not have much knowledge about technical part. in video we try our best to share simplest possible way.

on existing cpanel we cant do full cpanel migration via this video guide. we given you steps to migrate on new or fresh cpanel from old cpanel. in your case only database want to import then it is different.

Yes but need to properly because here if you are not developer then kindly take help else data will get override and you might lose original website. Better to do manually by file transfer and database restore.

Now, i am still watching the restoration process video, but i am confused with the first requirement : Old Cpanel username MUST BE the same as New Cpanel username.
MY QUESTIONS
1 - What if the new hosting company does not respond to my request to change new cpanel username to match the old one ? Is there another solution ?
2 - In my backup folder, i have a file called roundcube.sql and another file called openfileslimit ; do i also need to restore them ?

We are not sure about other provider. But if you are using cpanel then we do transfer if our customer purchase cpanel VPS from DedicatedCore.com, About backup, cPanel if you are using then you will get only one file i.e. full backup of entire account. this will be sufficient for transfer to new server.

brother how should i change my database name , for example , my original SQL file name is : shieldf1_sxlse.sql but when i bought name cheap hosting in there default prefix in database is : shiedkds_ so how should i make shieldf1 as orginal now.? this is the problem in namecheap prefix is getting added like shiedkds_shieldf1_sxlse.sql so it making this all...
in this case, do have support with tech of namecheap and ask them to reset cpanel and give username as you wish. so you can easily restore. also you can give them backup file, they will restore enter cpanel for you.

You mean they are not helping in the username change process. this is strange, anyway option is to use restore database manually from phpmyadmin is only option.
