I've never pet a prehensile-tailed porcupine, but I have petted a common North American porcupine (which, admittedly, has much finer quills), so it's probably possible if you believe and are VERY careful.
He seems so smart. He almost mimics you completely when you say a pronounced word like "banana" or "grape". Animals are a lot smarter than we give them credit for. It wouldn't surprise me at all if it turned out captive animals pay a lot more attention to spoken language than we realize.
