Switching a fluorescent round light

This fixture is located in a hotel in Shinjuku, Japan. It features a (possibly) T5 circular fluorescent lamp and an incandescent bulb (possibly 15W) as night light, using only the power switch to switch the light mode.

I thought it is LED when just arrived the room until I turned it on.
