Albuquerque police: A history of violence | Fault Lines

  • Since 2010, police in Albuquerque, New Mexico, have shot 40 people, 27 of whom have died from their injuries.
For a city of just 550,000 people, Albuquerque now has the highest rate of fatal shootings by police in the US, eight times that of the police in New York City and nearly double that of Chicago's police department.
In early 2014, police officers killed James Boyd, a homeless man with a history of schizophrenia.
His killing, caught on an officer's body camera, sparked national outrage over police brutality, and two officers are facing murder charges for the fatal shooting. It's the first time in decades that an Albuquerque police department (APD) shooting has led to criminal proceedings against an officer.
Yet, in the last few years alone, the city has paid tens of millions of dollars to families bringing civil lawsuits against the police. But the families say many of the officers involved have escaped scrutiny and remain on the force. Officers, who, they say, should have never been allowed to join the police force in the first place.
After Boyd's death, the US Department of Justice (DoJ) released a scathing report on the APD, which was based on a 16-month investigation. It highlighted patterns of unconstitutional and deadly use of force and "culture of aggression".
Since then, the police have insisted that they're implementing reforms in agreement with the DoJ.
But in interviews with Al Jazeera, former officers, local lawyers and journalists say change is only scratching the surface and that the corrupt and violent culture of the police department continues unabated.
Fault Lines investigates how the Albuquerque police force has become one of the most violent and deadliest police departments in the US and asks if any of the officers will face any accountability.

fresh out of the navy, 1971, I was dealing with leaving the navy and coming home to my dad's house broke. i was going to trade school but wanted to move out of dad's house again. that's one reason i joined the navy. I applied at the albuquerque police dept. took tests they did background and told me that i could start academy when it started a new class in a few months. In the mean time met a couple of albuquerque cops and started to hang out with them. when the dude from the police called me to report to the academy I told him i had made friends with a couple of local cops and hung out with them and decided for my own good i would not become a cop. I am the type of fellow that will run with the crowd, and don't think my moral compass is strong enough to resist temptations of the job. Every cop i met would tell stories of how they would jack construction sites, by having one of their fellow cops on duty cruising the area while they stole the tools and building materials. they did part time work as bouncers, and were getting "tips" from the hookers and strippers. They have no friends that aren't cops. I f you want a gun or an engine for your car, or a fake drivers liscence, the cops are the ones to call. They even get credit cards and drivers identification from dead folks from the ambulance drivers. they have a crime family there. Left albuquerque in 89. i could see it was going from a pretty nice place to live to what you have there today. I don't regret not becoming a cop or leaving albuquerque 32 years ago.

John, very informative story, and you are correct, a friend I grew up with became a police officer for beaumont texas, before long his only Friends were all police officers. He stopped being a policeman because he could not do what they were doing( breaking the law) and allso all cops carried what they called a throw down, to use if they killed a unarmed person, the throw down would have been a unregistered gun .To make the killing ok!!!

Filed complaint w state Attorney General Salazar who had it for nine months and would not let me talk to anyone. Then learned AG sent my Complaint to Mayor last July. She does not answer emails or phone messages. Just like the man murdered after winning award for his complaint I am afraid. An attempt made already to kill me by sawing the carrier tow bar behind moving truck. The thief is neighbor who police protect. Witnesses labeled mentally ill some put in psych unit. Police lie to courts. Tricked me to go to court for 2 years to oppose ex parte order for psych eval. Refused under 5th amendment and illegal order. Kidnapping other witnesses to psych units. 60 thefts in 7 mo period w witnesses and fingerprints not investigated 2015. Cannot get email handed out to closed meeting w Administrator who has criminal history. Found w burglar tools and stolen property. Numerous felonies.

That sounds about right. I live here. I LOVE this city, love the people, the weather, the culture, art, mountains, everything, but yes, APD is 100% the biggest gang in the city. Growing up I actually thought that the cops were the good guys. After living here for 22 years I don't trust any cops here in town. I don't even have a criminal record and I stay away from them as much as possible because they are corrupt. Cops here are really into the concept of escalate a situation, shoot first, brag about your macho criminal act on camera, then turn your camera off the second you remembered it was still recording you. They also have a nasty habit of beating their domestic partners and driving drunk. Or they make themselves a party to it when they don't arrest the cop they caught doing the crime. Once they lie down in the dirt with them, they are just as corrupt as the one that commited the crime.

Living in ABQ, I was once stopped while turning left at an intersection for "my brake lights being too bright." Another time I saw someone coming up behind me at an incredibly fast speed. He then proceeded to tailgate me. When I changed lanes so did he, three times. I thought it was a road rager so I sped up to get away from him, he followed me still tailgating. The light up ahead was red and I didn't know what to do. Just at that time, the lights went on. It was a cop. He gave me a ticket for speeding and when I explained that I thought he was a road rager, he started yelling at me that no matter what happens, you cannot speed. Once, I called APD for assistance to remove a trespasser from my property and when the cop arrived, he asked if he could come into my house. I refused and told him I have panic attacks and didn't like people near me or in my house. He got angry and kept ordering me out. I again declined and told him the trespasser was in my garage so he could perform his duty from outside. He just kept getting angrier and kept ordering me out of my house. I told him I was going to call an attorney for advice and only then did he remove the trespasser. I called for a supervisor who then threatened to arrest me. Even a call to Internal Affairs was met with deaf ears. I could tell you more. Way more! A survey conducted by the local paper showed that only 36% of ABQ citizens had any confidence in APD. They executed many people. Most people here have not gotten over their arrogance, antagonism, and violence. Their lawlessness went on for far too long before they were finally put under a DOJ consent decree for their "pattern and practice of using force including lethal force." The one thing the Obama administration did right was for the DOJ to investigate and try to reign in violent police departments around the country. Trump stopped that, but I hope Biden continues what Obama did in this case.

I was always told it stemmed from an incident in the early 80s in which a girl was intentionally drowned by another group of girls at a public pool. The city got sued; and thus immediately implemented one of the strictest set of standards for lifeguards in the country. One lawsuit results in the implementation of the toughest standards possible for lifeguards - yet a gazillion lawsuits against police officers and they still let pretty much anyone with a pulse be a cop?

For years Tennessee sheriff BUFORD PUSSIER beat up people with his big stick and killed some and the people thought he was doing a great job, One Tennessee man said that pussier became a bully and the people in the town were living in total fear of him and when they had the nerve to do something they voted him out of office If a person is doing all these good things as getting rid of bootleggers, prostitutes, gambling and if he was a hero then answer this, WHY DID THE people VOTE HIM OUT OF OFFICE?

I graduate from Del Norte High School in Albuquergue for over 50 years and the police were insanely violent and corrupt. I left shortly after graduated because the police came to my house and accused my mother of car thief. They were mistakened but my mother was manhandle, with no apology.
Later in life I became a police officer with a degree in criminal justice and have seen so much police corruption that I left the because I couldn't take it.. What can we do to stop these criminals?

I was born and raised in Albuquerque during the baby boomer era. 8 years ago I had to leave, by choice, because of the corruption that has existed in that city since my youth.
When I returned from Vietnam in 1969 I grew my hair long, rode a 1949 Harley Pan head chopper I bought from a
coworker. I was cruzin Central and was pulled over by one of Albuquerque's finest. Went through the whole procedure of D.L., POI and Registration.
Then the cop asked me "Why were you speeding?" I replied that I wasn't speeding.
He responded with "Are you calling me a liar?"
I didn't know how to respond. I got a ticket.
I learned the APD are trained to ask questions to entrap you.
That wasn't the worst encounter with Albuquerqure Pig
    Department.
I am so relieved I no longer live there.
Now I breath clean ocean air breezes with much to do and places to visit.
    Peace Out. Burqueños.

@John Galt you don't know your history. Your ignorance is no excuse. The Jicarilla Apache were starved to death by government officials when America was responsible for keeping their word and broke every treaty against the native people. Racism in America was rampant against native people even in the 1970's when they were trying to send their children to Albuquerque schools. I saw this first hand. You don't know what you are talking about regarding the Spanish, so keep believing your own myths. Learn about Mary of Agreda Spain before you spout off Protestant propaganda against Catholic colonies. Many Navajo people lived without running water most of their lives and had to drive for over 100 miles to fill water containers. See the Water Lady on Utube. Even people from other countries tried to help the American Navajo. It is shameful you are so racist you deny the truth. Corrupt Indian officials and idiots like John McCain betrayed the American Indians more than the Spanish explorers ever did. I am a blind individual that lives in Albuquerque. I remember when this incident happened very clearly. I myself am terrified of the police every time I know that one is nearby. I even have a cop in my church, and even then I am cautious whenever I am around the individual. He seems like a nice enough of a guy, but then again I'm sure those guys in this video we're agreeable enough when you are socializing with them. Unfortunately, when they put on their uniforms they forget who they are, who they are supposed to serve, and what that bad really means when you pin it to your chest. The officers of Albuquerque New Mexico conduct themselves as though they were an occupying force on foreign soil. They operate like tyrannical Rogue cops on a regular basis, and it is not only tolerated but it is encouraged unfortunately. It is a shame that you get away with murder just because you wore a uniform at one point. It is not fair. When you are an officer of the law you are held to a higher standard, and answer a hired penalty when you fall short of the mark. It is absolutely disgraceful the way things have become in the state of New Mexico. Even the children at the public schools are afraid of the cops that walk around the property with a gun on their hip. I do not feel comfortable having armed police officers patrolling our Public Schools. I am just as cautious of local law enforcement as I am these lowbrow knuckle-dragging Street trash that also carry guns. Everywhere I go everybody seems to have a gun, and they love to waive it about. I remember when a man could be a man without a gun or a uniform...

I lived in Albuquerque when Boyd was killed. Reports of police shootings were relentless, every week, sometimes twice in a week. Albuquerque is not a large city. I remember that a young woman was shot in the back and killed because she was running away from the cops. No threat to the officers, and not a hint of an investigation afterwards. I worked graveyard shifts in convenience stores there and I owe my life to cops at least twice over. I'm sympathetic to officers, but Boyd's death was due to a mental crisis that should have been handled by mental health workers.
