Could perhaps check out Agnes Obel? She is most definitely an artist this new wave of wonderful female singers have been inspired by. She takes the soft whisper-singing to an extreme level, and her music is so unbelievably sombre and sad. Get the lyrics beforehand, as mentioned she whispers to the extreme.
The first song from her NPR apearance in 2017 is fantastic. The whole performance is top notch to be honest.
