Old Traffic Lights Facing An Abandoned Road (Clairemont Mesa Blvd & Murphy Canyon Rd)

The traffic signals in this video face an abandoned road behind me called Old Murphy Canyon Road. This was before all of the businesses and buildings were built around here and when it was nothing but Earth and land everywhere. Behind me was a one-lane road, but I'm not sure where it leads to. I feel like it can be turned into a bike route or even open the road again and put business buildings there too.
The traffic signals were never turned off or covered up by the city of San Diego because sometimes pedestrians would cross or a vehicle would pull over here and then use the signal to exit later. Also impatient drivers who don't want to wait in the long left turning lane to go down this street just go here to bypass that long line of left turning traffic, but there's only one problem though and this makes me laugh sometimes, there are no sensors on this side of the intersection so if the driver was the only one waiting here, they would be sitting at the red light for cycles until someone from the other side of the intersection pulls up to the signals from there where there are sensors.

The red lights have 16 LED's and 1 Incandescent
The yellow lights have 6 LED's and 14 Incandescents
All 19 green lights are LED
All 8 pedestrian signals are countdown
