Though many people would likely say Sans and Undyne the Undying are the hardest bosses to defeat, who truly is the most powerful character in terms of Undertale's story? After all, difficulty is subjective, as some fights are designed to be rather merciful - who, then, is the strongest of all?

In one of the Neutral Routes where you abandon Genocide, Alphys says "I should have killed you when I had the chance.". So...
Really? That sounds interesting. Any proof for this?
I saw a video about it but it triggers when you stop genocide in hotland but by then you have already killed undyne and by then she had killed herself or run away from society. The proof is even of your not on genocide but killed all bosses but mettaton she states alphys cant be found. Even if you spare papyrus she says this because she is still king of underground.

Many people forget that its implied that asgore is holding back tremendously, he doesn't even look at you the whole time his head is facing towards the floor. Asgore also killed 6 humans and even though those humans may not have been purely determination like frisk they still have enough determination to use. Alphys was able to extract DT from the human souls. If Asgore were in his prime he would of been extremely powerful.
My opinion in terms of boss difficulties
10.Asriel Dreemurr
The inability to die to him makes his formidable hyper goner useless.
9.Toriel
This is because sparing her many times will make her attacks avoid you in a while
8.Napstablook
In between his first and second attacks he doesn’t attack for a while
7.Papyrus
Tough according to Undyne but too innocent and nice. Being defeated by him is very embarrassing and you don’t die. He just puts you in an escapable cage.
6.Mad Dummy
Now this is where it gets hard. He has avoidable attacks but you can’t physically do damage to him. Just ask his dummy soldiers to do magic to him.
5.Asgore Dreemurr
Extremely more powerful than his wife, he can send more powerful versions of her fire spells. He also has a trident which seems to be the easiest to dodge of all his attacks.
4.Mettaton
Blocks every physical attack and is a robot with feelings. His EX form is already hard for players who just played the game for the first time.
3.Undyne/Undyne the Undying
This boss is a relentless human killer. She is already more powerful than Asgore that she defeated him in training. She also chases you in waterfall with a very hectic piece playing that sounds like the run meme.
2.Omega Flowey
Very powerful with 6 human souls. He can give you hell if he wanted to.

Asriel is only powerful due to the Souls, If any monster (including Whimsun) were to absorb that many souls, They would have unfathomable power.
It still counts though, a character transformation is totally valid for a power tier, just as the Super Saiyan for Goku.

the annoying dog could be the most powerful character, since he is the in game manifestation of Toby Fox, he's probably a literal god in the Undertale universe, regardless of his soul power. if he wanted to kill somebody, he could probably just edit them out of the game. also worth noting, Asriel needs the equivalent of seven human souls to become the god of hyperdeath, so in his regular form, he's probably just a regular monster
two very solid points.
In his regular form he's a child, so probably comparable to Monster Kid in terms of HP and defense, with more attack power because he's a boss monster so would know fire magic and whatnot. I can't see a fight against child Asriel being more difficult than, say, Toriel's fight when she's massively holding back.
Flowey isn't a monster. He's a flower. That's why he can absorb monster and human souls. He's neither of them. He's a plant.
Also, the annoying dog is not toby fox. It's just an amalgamate with determination far beyond frisk and flowey. Gaster is toby fox. The amalgamate got rid of him after some kind of determination accident.

Interestingly, this implies that Mettaton also could have absorbed both monster and humans SOULs, because he a robot that just contains a monster SOUL, not a monster.

probably. But it helps that flowey has no soul and is just a living flower. Chances are the robot would just contain all the souls. Probably not absorb them. Plus, flowey has such high determination that it wouldn't randomly explode from trying to contain all those souls. Alphys might've had issues trying to contain 7 human souls in a little orb.

It's very circumstantial of whos the strongest character. Like you said with sans, his karma would only work against evil doers, and with Undyne, she only became the Undying when she knew that the entire human/monster race was at stake. And with Asriel Dreemurr, they couldnt beat frisk with their determination. If someone as determined as frisk, chara, or Undyne faced them, they'd most likely come out on top.
Tbh sans is pretty stong even without retribution, hes the only monster who has attacks that dont have invincibility time with the plus side of being able to kill you with just blue magic(blue magic is at the end, and without doing the build up at the start he could have just killed you with blue magic.) Obviously sans is not as strong as most boss monsters (main storyline characters like undyne), but he is still pretty strong. If you acctually played or watched the game sans is in fact stronger than papyrus. Papyrus, with 680 hp, could not stand sans' 24 attacks each doing more than 30 damage. 30 damage is the minimum amount of damage, only if sans' attacks have an invicibility time when hitting a monster. 24 x 30 is 680, just enough to kill papyrus. Each bone does 1 dmg each frame, which means he could do up to 40dmg per second. The fight lasts around 12 minutes, meaning 720 seconds worth of damage. If half of his attacks do damage, that means that he could do 14400 dmg until he is at his limit. If all of his attacks hit, he could do 28800 dmg. Undyne has 24500 hp including her undying mode. Sans has more atk than any monster if he landed every hit.
it's clear the most powerfull character is you and me, the players. the playe can literally code sans not to attack. the player can change any monster's will.

The ending of pacifist does seem to imply that Alphys has electrical attacks
I don't think sans would be weak against good people, I think he'll be the strongest at almost any given situation (maybe asriel is stronger but that's about it). It's known that sans is aware of the save files and is really smart, and let's not forget he can Dodge. But most importantly, I think he uses karma against genocide frisk just to make her regret and feel bad for her deeds, there for you can see the sentence: "You can feel your sins crawling up your back" during the sans fight. Seeing sans is so smart, quick and has access to very advanced technology, I think it's more than likely that he can find a way to beat anyone, and in our case the most efficient way must've been karma (since he knows he cannot kill frisk, he tries to make her stop).
But remember, it's just what I think so don't get triggered for whatever unknown reason.
But if you could catch him off guard then it would be easy

He didn't hurt frisk in the pacifist run because 2 reasons.

I'd have to disagree with practically all (edit: only some, I ended up agreeing with a lot more than I expected to when I began writing, sorry!) of this, honestly. It feels like there's a lot you're forgetting or skipping over.
First off, Flowey. Flowey is smart and clever, put he doesn't seem to be super powerful, and he's overconfident. So, he's not at all dangerous without the souls, right? WRONG. Flowey has killed every single monster (with the POSSIBLE exception of Sans, though I find it unlikely that he completely failed to ever kill Sans, as well as a couple other characters) multiple times over. Before the human entered the Underground, Flowey was the one with the most Determination, and so he could perform resets whenever he felt like it. With the human out of the picture, Flowey would be among the most powerful characters, even without any SOULs.
Then, Napstablook. The one you completely glossed over. Now, ghosts can obviously be hurt, looking at both the Mad Dummy and Mettaton EX. However, this only seems to be the case with ghosts that have possessed an object. If I'm correct, ghosts that have not possessed anything can not be hurt. This means that Napstablook is actually very powerful. Of course, I doubt he'd hurt anybody, but he couldn't be hurt, either. (Also, he literally just ignored Asriel's absorption of the Underground's souls. That's gotta take skill.)
As for Toriel... Oh boy. Toriel, despite being a relatively easy battle, is actually really dangerous. Blowing away Flowey and Asgore, ATK and DEF of 80 (the highest non-infinite stats in the game, if I remember correctly), and she's a boss monster to boot. However, she's far too nice. She will try her hardest to avoid killing you (though she can accidentally kill you), and so I wouldn't put her quite at the top. Still, she could easily be a threat.
Now, for Papyrus. Papyrus, in combat, is rather easy, but that's because he's just SO NICE. It is completely impossible to lose the fight, as he will stop it when you have 1 HP. This would be the end of it, if Undyne herself didn't say that Papyrus was actually really strong. Plus, we never see his special attack. So, it's actually impossible to judge Papyrus' actual power level. (Plus, Papyrus can completely bend space, flying outside the game space and ignoring gravity on several occasions. Fear him.)
The Mad Dummy is certainly rather dangerous due to being unable to be injured, however he's irritable and his attacks frequently hit him (albeit for no noticeable damage). Keep in mind that, if Napstablook hadn't come along, you would have been trapped in the Mad Dummy's fight forever. (However, if a battle went on long enough, the Mad Dummy would likely become the Glad Dummy out of sheer rage at some point and become vulnerable, so that's something to consider)
And then there's Undyne. Undyne has some RIDICULOUS feats. Suplexing boulders for no reason, hurling spears at speeds that should not be possible, somehow using those yellow spears that change directions, and literally IGNORING DEATH THROUGH SHEER DETERMINATION. Undyne is the character that gets the least credit when it comes to her fighting ability (with one exception), and she could more than likely beat Sans. In all honesty, I could go on and on and on about Undyne's strength, and honestly, I'd recommend looking into yourself, it's pretty amazing. I'd put Undyne as one of the strongest characters in Undertale by far.
Now, remember that one exception? That exception is Alphys. Alphys isn't that powerful on her own, sure. But she could easily have killed you. She managed to hide cameras all over the Underground, do you think she couldn't have hid bombs if she wanted to? She also has control over the entirety of Hotland, and could have used this to kill you, too. Alphys also built BOTH forms of Mettaton, one of which is impossible to damage, apparently. And even then, Alphys has DETERMINATION at her disposal. What's stopping her from Determinating herself if times get tough, or turning monsters or even humans into Amalgamations? And if you still don't believe me, Alphys herself even says that she could have killed you, but didn't, on the Genocide Route.
Mettaton's normal form is unbreakable, and it can do a lot, the most important thing being flying. But we've already been over those implications. Let's get into Mettaton EX. Mettaton EX is primarily a show robot, not exactly built for combat. But he has tons of attacks, he's really tough to hurt without actually exposing his weak point, and he's FAMOUS. The support of the people can be very important. Still, he's not super deadly. And then there's Mettaton NEO. Mettaton NEO goes down in one hit. But what power does he hold, and what would we be in store for if he lived that attack? Nobody knows, but it probably wouldn't be good for us.
Sans. Sans isn't strong, nor can he take a hit. But he's clever. He dodges attacks, he uses your sins against you, he attacks you IN THE MENU SCREEN, and he alters time. Also, he can clearly screw with either space or time in the overworld. He has attacks that are painfully hard to dodge, and he even lives for at least a little bit after being hit. (There's a theory that, since sleeping in the Snowdin Inn can heal you past your maximum health, Sans' sleeping has healed him far beyond his actual maximum HP.) Plus, he completely prevents you from having your turn. However, he is still weak in terms of attack and defense. Plus, while he CAN dodge, a knife slash is easy to dodge in comparison to, say, Undyne's overworld attacks, especially once they get faster. And he also can do very little damage to anyone who's not a terrible person, since KR requires that. Still, Sans is highly dangerous.
And finally, there's Asgore. You almost completely ignored Asgore. With stats of 80/80, 6 dead kids to his name, and the ability to one-up Sans' interface-breaking by LITERALLY DESTROYING THE MERCY BUTTON, Asgore is no joke. He's more than likely only as easy as he is because he's probably more passive and hesitant than even Toriel. he doesn't even look at you when he's fighting! Not to mention, he has the 6 human SOULs with him, and he could easily use them if necessary. Asgore's attacks are brutal and a serious pain to dodge, and who's to say he couldn't do more with his button-breaking? In addition, Asgore taught Undyne, one of the toughest and most dangerous monsters in the Underground, how to fight. And FINALLY, if all that isn't enough, think about this. ASGORE SURVIVES YOUR ATTACK IN THE GENOCIDE ROUTE. At LV 20, with the Real Knife and its unimaginable power that is guaranteed to kill any other monster, Asgore survives, albeit with a sliver of health. We cannot actually gauge Asgore's true power, as he never truly fights with all his strength, but I think that that little fact alone is very important.
I will not go over Omega/Photoshop Flowey, the Amalgamates, or Asriel, as they all have power levels that are beyond unbeatable through normal means, plus they are combinations of several different characters. Also, there isn't enough information to properly gauge Toby Fox, Chara, or W.D. Gaster. And as for Frisk, their strength completely depends on who's playing as them, and so they can't truly be judged in terms of power, either. (Though I'd personally put them towards the top.)
So, without further ado, here are what I believe to be the top 10 most powerful characters in Undertale (disregarding the ones I just mentioned):
10. Mad Dummy (Just honestly the least threatening of the bunch)
9. Napstablook (He can't really hurt anybody, despite being practically untouchable, but he could easily be much higher up. In terms of defense, though, Napstablook is number one)
8. Papyrus (He isn't that powerful from what we can see, so I'm putting him here unless we get some other information)
7. Mettaton (The same deal as with Papyrus, except we have a bit more info, and he seems a bit stronger)
6. Toriel (I feel bad putting her here, as she's obviously super strong, but she can be killed quite easily in one hit, and even if she went all out she wouldn't be stronger than anybody else above her on this list)
5. Flowey (Although Alphys could take this spot if you count abilties outside of straight-up combat, so I guess they share this spot. Number 5 is actually Flowey/Alphys, everyone)
4. Sans (Honestly, I couldn't decide between Sans and Undyne, so I put Undyne above Sans just because Undyne could probably beat Sans in a fight, though feel free to switch them around)
3. Undyne (It's Undyne. Need I say more?)
2. Asgore (It might not make a bunch of sense to you, but I honestly believe that Asgore is more than likely stronger than Sans or Undyne. You could argue that we don't know enough about his true power from what we're given, but I think there's enough there to prove Asgore's insane power. Definitely more powerful than anyone else below him.)
But who else is there?
Only the strongest characters in all of Undertale.
That's right.
You guessed it.
There are only two who could take this spot.
And they tied.
That's right, it's...
1. The Bird That Carries You Over a Disproportionately Small Gap/Lesser Dog
Was there ever any doubt?
The Bird is a deceptively powerful being, able to carry small children across gaps with nothing but its wings and its sheer determination. This bird, I would argue, is more determined than Undyne. Sure, Undyne carries the child, but does Undyne carry the child over a gap? And sure, Mettaton can fly, but can Mettaton fly while carrying a child? I think not. In addition, you cannot kill the bird, and it cleverly avoids its one weakness, the umbrella. The bird is your greatest asset in Waterfall, and it garners the respect of even Undyne! Clearly, this bird is the player's biggest threat, as even on the Genocide Route the player will not be able to attack it, probably out of fear.
Now, how can the Lesser Dog compare? Easy. If excited enough, the Lesser Dog could more than likely not only break through the mountain, but also singlehandedly end the whole human race. The infinitely expanding head of the Lesser Dog could function as a powerful weapon, ramming into anything, and eventually it could smother the whole earth. This beast is also the best snowman builder of all time, no questions asked. Seeing as snowmen can become sentient, as seen in Snowdin Forest, this power could be incredibly useful. And also, it is adorable AND hilarious, a powerful combination. The Lesser Dog is also noticeably intelligent, as it can force itself into a stalemate in Poker and wields a physical pun, beyond the powers of even Sans. Also, the Lesser Dog may be capable of disguising its presence, as even if the Lesser Dog is still alive, the Red Bird NPC will still talk about the disappearance of all the dogs. And finally, even if the player kills the Lesser Dog, it has the ability to make any player feel awful. I mean, even when killing Papyrus or Toriel, the player only feels a twinge of sadness, and the in-game character does not care at all. But Lesser Dog is different. Not only does Lesser Dog's CHECK information not change in a Genocide Route, but the noises it makes when injured are so horribly sad that even someone with no emotions whatsoever would feel guilty. It's a dangerous opponent, no matter what. Even Undyne loves the Lesser Dog, and will call you out if it is the only enemy you've killed up until that point.
So, as you can tell, the Bird and the Lesser Dog are insanely powerful, and could easily beat anybody else in Undertale if they wanted to. In fact, the only reason Asriel is so powerful and has infinite stats is because he also absorbed these two. I hope I taught you something, and I hope I brought you to reconsider who the most powerful character/characters in Undertale TRULY are.

Underlab Yeah, don't worry, I caught all that. I just felt like adding some of my own thoughts on the matter and analyzing all the characters, and I just happened to go over some of the same stuff. I don't actually disagree with a lot of your video, and it's really well thought-out, I just disagreed with some of your verdicts on the characters' power levels and such, and I ended up going REALLY overboard. And as for Papyrus, while it isn't guarantee that he has Gaster Blasters (though it is implied), it's clear that there's more to him than meets the eye socket. Though, I highly doubt that Papyrus would ever actually fight you, even if you had killed Sans or Undyne before. He tried to spare you despite you killing almost all of Snowdin Forest, after all. And besides, there's only one piece of evidence that Sans fights you in the Genocide route to avenge Papyrus rather than simply to stop you. Just a little tidbit that a lot of people seem to ignore. Though, who knows? Perhaps Papyrus, in Sans' place, COULD be more dangerous. He certainly has the abilities for it.

Sans is not powerful at all, his damage is pitiful, he looks strong in the final genocide fight because his powers are specifically designed by toby to be a natural counter to those of frisk/chara (he deals low damage, but its really hard to dodge, so hius attacks are useless against monsters but terribly effective against a fragile kid whose main defense is dodging) The main stregth chara has is his insanely strong attacks, an advantage innately countered by sans dodge..... Sans coudlnt hope to defeat pretty much any other character than chara, papyrus, toriel, asgore, undyne........ every single other main character in the game would absolutely crush sans, he is not strong, he is only strong against chara

it's not so much that he's weak against good people, it's that he's as effective on good people as he is on evil people. (and by that i mean that he would kill them in about the same amount of time. not that his attacks cause the same amount of damage.)

...what? How would Sans kill them just as fast if they’re not taking as much damage? KR removes your invincibility frames, since you have negative Karma. If you’re a pacifist then you’d have positive Karma which means KR shouldn’t take effect at minimum. Sans' 1 damage per frame would be lowered to 1 damage every roughly 2 seconds. You’d survive a lot longer than in Genocide.

1) have better karma means your LOVE is much lower. so the amount of HP you have is lower, since you gain HP with LOVE increase. hence sans needs less time to kill you, but since KR is much less effective, it will take more time, which results in approximately the same amount of time to kill said pacifist. (remember how he threatened to kill fris where he/she stood, back in the MTT restaurant? is sans the type to make empty threats like that?)
2) even if he does only 1 damage at a time, the invincibility frame are completely removed, do it does 1 damage every single frame an attack touches you. at 60 fps (im assuming you're playing), it goes all the way up to 60 damage per second you stay in the attack (and not the 1 damage every 2 seconds you were talking about).

The invincibility frames are only removed because of the KR mechanic. Otherwise the invincibility would be normal, which I roughly counted to be one second which is 30 frames since Undertale runs at 30 FPS.
Sans always does one damage regardless, the only reason he does more is because of the mentioned lack of invincibility, and because KR acts like poison from other RPGs and the KR you gain is based on which attack is used. Because I’m bad at math, I’m going to exclude KR damage since it drains at different rates depending on the KR you have.
The following numbers are assuming that KR works depending on how evil you are, and that Sans is using his betrayal attack (the one you get when you spare him), using these rules we can figure out the rough time it takes to murder a Genocide player and a Pacifist player.
A player who’s finishing the Genocide route will have 92 HP by this point, and because Sans does 1 damage every frame from KR then he'll kill the player in 92 frames, or a few frames over 3 seconds.
Since a Pacifist player did nothing "evil", they wouldn’t have a reason to be punished by Karma. Because of the lack of KR, their invincibility will be normal which means it’s a whole second, taking 20 seconds for them to lose their 20 HP.
While I agree that his threat felt very real, especially since he mentions the promise with Toriel, I don’t think it was a genuine threat (despite how real it felt on my first run). Sans is laid back, he’s a comedian and joker, he naps most of the time, and even in Genocide he tells you that he’s given up since no matter what, they’ll all be sent right back to the beginning without a single memory. Not to mention that an act as simple as not killing one monster makes the difference between a simple judgement or a bad time, and I find it strange that he waits for that long just because of his promise. That might just be me though.
As for if KR would heal you if you were a truly good person? There’s no proof, but I believe that if you were a good person and didn’t murder a single monster then KR would heal you, since it’s repaying your good deeds. But that’s purely speculation.

He's not a literal ghost, he's a monster ghost, remember that in Undertale the after life doesn't exist, the souls of humans just stay forever in the world while the monster souls are destroyed when the monster dies.
Napstablook is not unkillable, he's just immaterial, making him immune to physical attacks, but not to magical attacks.

Why does everyone forget about the lost soul fight? You fight sans as a lost soul, and since this is the path where Frisk is at their morally best, we have no KR, supporting your theory, and we do fight Alphys as a lost soul too, so we can't say we've never fought them :T
True, though I don't believe their souls represent their full strength!
Plus, at the final confrontation with Flowey, Alphys creates a wall of electricity to protect you (though I guess this could also be Mettaton doing it offscreen).
I believe that during the lost soul fight it is just Papyrus attacking you, and Sans is just standing there watching.

Besides, Papyrus wasn't trying to kill you in his battle, so we don't get to see the full extent of his powers. If we saw him get serious, he may be stronger than Asgore and maybe even Undyne.

Sans is only as powerful as his opponent has done wrong,therefore he could be anywhere between bottom and top.
Asgore is interesting. Although not apparent, when you tell him that he's killed you, he nods sadly. Whether this means he interpreted it as being symbolic or actually knows about how saving and loading (and maybe even resetting) works is not obvious. Sans knows about it, but still just makes guesses and read expressions, but that doesn't mean he actually knows what happens before a load or reset.

Lol, *asgore voice* stay determined! It helps if you use sea tea during battle. It increases your speed and equipping the notebook will increase your invincibility frames. I ended up beating her using the notebook and cloudy glasses. As for me, I'm stuck on the sans fight ._. XD

Thats why its easy peasy. He keeps saving. If you lose ur HP, you will go 2secs back. And when the “warning” comes, (where you can press “act”, you can’t die. Just try to get 0HP than.

Honestly mettaton and muffit were the hardest boss in the pacifist run for me and I beat asgore like after 5 tries and undyne after 7 so honestly I need to probably try genocide run although I don't want to and probably will give up to San's cuz I feel pritty but yeah you can only beat them if you have full inventories in you use the right items at the right time

I think Sans would arguably be the most powerful character in the game. Not only does he know about the resets, the void, and the time lines and the whole time space continuum, but he also has many tricks up his sleeve. For example, he has many different attacks, that prove frequently to all be very strong, like these attacks for example: Gaster Blasters, Bones, His Magic Eye, and the poison effect from his attacks that apply when hit. Not only that, but he may not be lazy because he "just is". I feel that he may act lazy, because when people look at him then, they think that he will just be easy to kill like the rest, if they don't already know how hard he is to beat. Plus, another thing, is when he always tells a joke, he seems so nice and friendly, and he gets on everyone's good side, to me, that seems like he not only wants to maybe entertain, but he also wants to gain peoples' trust, just in case something were to happen. Plus, one way to prove he isn't *truly* lazy, would be the fact that he not only knows so much about everything, but he even has a secret lab, with an unknown machine... Which shows that either it was one of Gaster's broken toys that he's fixing up, or he made that machine on his own, because I don't think Alphys would have a small secret lab underneath Sans and Papyrus' house. Another thing to think about, is Sans ability to remember everything the players does during not just the genocide route, but the pacifist route as well. So that means he knows all the player's/players' strategies and attacks, *before* they can even use it, or think to use it. So because of *ALL* this evidence, I can conclude, that Sans *is* the most powerful enemy/friend in the entire game of UnderTale.

WEELLLL, there's the god, Asriel Dreemur, which has infinite defense AND attack. I'm pretty sure that Sans can't kill infinite defense. It has the combined power of 6 human souls and every soul in the underground, which is definitely more powerful than Omega Flowey, who doesn't have any monster souls. Asriel also completely wipes the world and timeline away, and casually ponders making a new one, so he's definitely REALLY f#$%ing powerful. HOWEVER, he fails to kill Frisk, who only has one soul. Somehow, Asriel has less determination than Frisk, despite having six human souls. So, Frisk is more powerful. So, Frisk is more powerful than Asriel, making him/her more powerful than Sans. BUT, then there's Chara. With a single strike, Chara destroyed the world, and there was no way that Frisk could prevent it. Chara can also recreate the world, as he does if you wait 10 ages for him to ask for your soul.
So Asriel is a god that can destroy and make worlds, and Chara is some kind of god of destruction that can also destroy and create worlds. HOWEVER, Chara cannot be defeated. Chara also cannot be deleted. Whenever you complete the genocide run and give your soul to Chara, the ending of the pacifist and genocide runs change. When you perform a true reset, Chara remains.
So Chara is the only two unkillable things in Undertale (the other being Asriel), and also is the only thing that remains unaffected by the true reset, unlike Asriel. Once it exists, there is no way to get rid of it. Chara must be the most powerful.

perhaps magic attacks is a emotional thing, maybe other monsters have a slight bit of compassion for you thus automatically creating a way to dodge, but flowey, all his attacks are either unavoidable or being held back by either the 6 souls or by someone else interfering thus flowey is the only one who truly wishes you to become nothing more than soil nutrients... and a source of unlimited and unhindered power over time and space exclusive to him alone.
If only counting monsters, then Sans is 3rd at best, if you count Omega Flowey as a different ennemy than Asriel, God of Hyperdeath. Because of his 6 human souls firstly, but because of his determination (Even Flowey alone, actually, has more Determination than any monsters.) mostly. And what is the most important "feature" about Determination ? Simple : saving and reseting. Just to clarify : if Sans and Omega Flowey had a fight, even at Sans' max potential, he would lose in a second. All Flowey has to do is create a Savestate, spam the reset button to not let Sans move by going back to that save and use his laser, just like he does at the end of a neutral run against the human, at the end of the fight. Also, just a tiny information : Omega Flowey is technically invincible since he can indefinitly heal himself by going back to an old save. The only thing that lead to his loss against the human in the game was because the 6 human soul helped Frisk. If they didn't, the human would have been traped in an endless cycle of death. Also, side note, a part of Sans that makes him strong is the fact that he can "cheat" and attack you during your own turn, which would, I think, only apply to the Human but I can't be sure.
It's worth noting that Asgore is at least more powerful than Flowey on his own. Flowey has tried through multiple resets to acquire the human SOULs, and always been unsuccessful, because he said he never got Asgore to trust him enough to reveal those SOULs. It's a guarantee that, at least once, Flowey tried a direct confrontation, and thus must have been beaten.
@Yonkage Flowey said that sans has in the past caused him many resets. I bet that flowey never could defeat sans. He probably kept a close eye on the human souls.

I wish people would stop saying that the Annoying Dog is the strongest. All we know is that it is Toby's self-insert into the game. That doesn't mean that it has dev powers. When did the annoying dog show its powers? Never. You can't judge something's strength on unconfirmed things.
Gaster also cannot be judged because we haven't seen his powers. Heck, we may not have even seen HIM. The Mystery Man sprite may not even be Gaster. The only thing that can be said about him is that he is/was smart.
And all the people who say that Disbelief Papyrus/Ultra Sans/etc. are the strongest, they are not canon, and therefore cannot be in the list.
Finally, I've seen lots of people saying that Sans would be the strongest with the souls. HE DIDN'T GET THE SOULS. NEITHER DID ANYONE ELSE EXCEPT FLOWEY.

In my opinion, the strongest charater is the player. You as a person playing the game, have the power to control an unstoppable killing machine, to go back in time (in the game), to change history (by changing the human's name), and to completely DELETE their universe (by uninstalling the game).

No, it just means its the smartest coding decision.
I did find a slight flaw In Sans character analysis in this video. If Karmic retribution is right and that Sans can only do high amounts of damage against someone of pure evil. This doesn't mean a low powered human would get healed by his attacks. But rather his KR abilities would only match the humans abilities (AKA if he fought against Frisk in a neutral run at LV10 he would only do KR (poison damage, not to be confused with him removing invincibility frames) to the LV that Frisk is at. So in reality he is equal to whatever monster he fights against. But it's a matter of stamina. And if Sans tires out first. The battle is over for both unless his opponent has a high amount of detrmination. Other than that he should realistically be third strongest under Asriel and Chara at maximum EXP and LV. (Final pointer i say Strongest because he would probably be more powerful against Asriel and Chara from his intelligence in fighting and generally more experience.)

I've heard some other theories about why Sans was as difficult as he was, more of a meta reason. Under normal circumstances he's considered by far the weakest character, but that he only becomes this powerful because he breaks the game. Basically Sans is cheating. Doing things like missing, not attacking to force a stalemate, hitting you while you're in the menu selection, etc. He's the only monster that ever really decided to not follow the rules. So TECHNICALLY, even his brother is stronger than him, and that he wasn't really lying when he said his brother is the coolest/stronger between the two.
Not that I necessarily subscribe to this theory, but it is an interesting one at leaat.
Well there's a bit of that, but it's also because Sans have an intense will to kill the player, as stated in a Book of Snowdin, the more a monster wants to kill, the stronger it gets, and the less he wants to live, the easier it'll be to kill
