This is extremely unsettling and unacceptable! How irresponsible of them. In these times nobody has 25k of hard earned money to throw away. This is why home ownership is unattainable to some and others refuse to own a home due to nightmares like this.
The people who have the money to build are afraid of the builders....and rightly so. They will mess you over one way or another. You think you're covered by getting inspections but then they find a different way to attack you...
Never use the construction companies' products (lender, real estate agent, title, etc.) no matter the discounts offered. Get your OWN team to protect you and your largest investment. It's worth it for peace of mind. Don't forget to get an independent inspector.
KB Homes got their foothold in the Tampa Bay area back in 2001. They tried three different times to buy the company I worked for, American Heritage Homes. The third time was the charm for them. I saw the writing on the wall and I handed in my notice 10 minutes after we were officially informed that KB was buying our company. This company is riddled with problems from start to finish!!!!
Hire a real estate attorney immediately to have them review the contract! Sue them and do everything you can to get out of that contract. This kind of stuff is why i now avoid new construction. The builders contracts are designed to protect them no matter how badly they perform.
KB Home and Ryan Homes both are horrible once they get your money. KB Home is full of bad surprises and treat you any kind of way while you're waiting for project completion (going back on their word and throwing bad surprises at you because they know you're excited). Ryan Homes just flat out harass the hell out of you like a criminal gang while they slop up your house.
People mess up when they don't consult an attorney at the FIRST discrepancy. 15 months? What is she waiting for? All of this "back & forth" is ridiculous. She needs to get the district attorney involved ASAP. Anytime money is exchanged, you have to be very careful. "There's a dead cat on the line" here.

You don't need a reporter you need the attorney general for the state of Florida, a court date, and a lawyer at this stage.

Remember the incidents of unstable condo balconies built by KB in South Florida? Buyer beware of KB.
