BB wanted it to spread evil or use it to blackmail the world.

Wonderful theory as always! I think that there is another Skypiea connection that could benefit this theory: Noland chopping down the infected forest and being labeled as a monstrous criminal for it. Only 1 person to knew the truth and she told the others and in turn Noland was honored for his good deed. This situation paralleling Joyboy's would also fit with Noland being a false/failed Joyboy - and give importance to Ussopp & Chopper, as the botanist & doctor of the crew respectively.
Following the pattern of island's arcs, I suspect that the Void Century War was, besides a parallel to the Hundred Years' War, a "usurper taking the throne" situation, and that, defeating Imu, Luffy could help another legitimate heir to get his/her birth right for it, but in the form of "this guy hurt my friend, so I'll beat him!", as he did so many times before. Like, what if JoyBoy was the prince of the Ancient Kingdom that went into a travel for his father, like Prince Eric from The Little Mermaid, then Imu took the throne after the King's death, then manipulate other Sovereigns to fight the war against JoyBoy for him to make sure that he'd never pass the throne to anyone? It'd make sense that Imu also spoiled the other Sovereigns to the point of turning them into the immature brats they are now as the tenryuubito, making him the only High Authority to the World Government, while others just "me hungry, me horny, me kill" to the core... The void century is probably the 100 years after joy boy died. The slow dismantling of the ancient ensued after that. What if Uranus was used to flood the plant to kill the diseases and the clouds and the Noah were used to save everyone until they could bring the water back down again. It might have been Lily and it might not even have been malicious. It could have been a trick, by Imu or someone like that, that told her that Joyboy would destroy the world with the three great weapons and after witnessing the destruction caused, decided that they could not sit back and do nothing. Then, upon finding out that Joyboy had a plan or perhaps finding out what Imu's plan was. Couldn't sit back and let it happen, so she scattered the Poneglyphs.

I figured a long time back that biological or radiations weapons were used as a means to put down enemies and stop those who rioted when the kingdoms closed their borders to sift out collaborators. The theory of Joyboy I've had (again, for funzies) is that wanted to be something like King of Joy with an amusement park or just a party island of a sort for the common people.
The wealthy were told they weren't allowed and took offense hearing how everyone loved it there. One tried to buy out the place to keep it exclusive and Joyboy told them off. In a fit of rage they destroyed the island, which started the real war. The waters rising and all that to deal with the radiation.
The suppression of the Void Century being studied is all about hiding the truth that the world was torn apart and people have suffered more than ever before because those who already had silver spoons in their mouths were told "no". An ancestor of the CDs was denied entry into a party island for regular folks and kick started a planet changing event.

The void century is probably the 100 years after joy boy died. The slow dismantling of the ancient ensued after that. Also what if all of those whom inspired the strawhats all actually met Roger who influenced them to be the people they are which inspired all of the strawhats respectively expect for Brook (whom vaguely remembers a rookie by that name).

But the 20 kingdoms would lose their power and control because their kingdoms would be gone so they lied to the people and made joyboy an enemy. Explains why the water level rose so quickly during the void century and how Tom said it’s how the ship isn’t evil just because you build it it’s how it’s used

It might have been Lily and it might not even have been malicious. It could have been a trick, by Imu or someone like that, that told her that Joyboy would destroy the world with the three great weapons and after witnessing the destruction caused, decided that they could not sit back and do nothing. Then, upon finding out that Joyboy had a plan or perhaps finding out what Imu's plan was. Couldn't sit back and let it happen, so she scattered the Poneglyphs.
