Note: The following video depicts a specific configuration of the notebook. The same removal and replacement procedures apply to all configurations of the notebook.
Before you begin: Remove the battery, service cover, hard disk drive, base enclosure, display panel assembly, fan, and heat sink.
Removal:
Using a flat bladed tool, turn the processor locking screw a half turn counter-clockwise.
IMPORTANT: Make note of the orientation of the gold triangle on the corner of the processor. Upon replacement the gold triangle must be aligned with the triangle on the corner of the processor socket or the processor could be damaged.
Carefully lift and remove the processor from its socket on the system board.
Place the processor in a static-dissipative bag.
Replacement:
Remove the processor from the static-dissipative bag.
IMPORTANT: Align the gold triangle on the corner of the processor with the triangle on the processor socket.
Carefully place the processor into its socket on the system board.
Using a flat bladed tool, turn the processor locking screw a half turn clockwise.
Caution: Improperly installing or replacing parts could damage your HP device or void your warranty. Before replacing any parts, check your warranty.

e.g. on my 15-cw007 I upgraded to 32GB RAM and added a 512GB SSD (keeping the 1TB HDD on dual) ... I wish I could upgrade the Ryzen 3 2300U, but it is soldered instead of just in a socket.
Also, make batteries removable again, please. For those of use who are plugged almost always, it was easy to take it out while plugged to make it last longer. (If "unistalled" via Device Manager, it keeps running on batteries , just wont show the icon).

Please perform recovery as mentioned here to fix the issue.
1. Shutdown the computer.
2. Turn the computer back on again and repeatedly tap on the ESC until a Startup menu appears.
3. Press F11 once for System Recovery.
4. Choose the Keyboard Layout.
5. Click on Troubleshoot.
6. Go to Recovery Manager and click on System Recovery.
Note : Back-up all your data as System Recovery will delete everything that you had saved or installed on the computer.

+Todd Howard You would have to replace the motherboard with one listed in the service manual for your notebook, in order to upgrade the processor, as the processor is an integral part of the motherboard.
If you could find the part, since your notebook is so new, it would cost more for the motherboard than to buy a new notebook with a better processor already included.
