Given the nature of the grinch’s crimes, I think he would serve all of his sentences concurrently as opposed to consecutively (meaning he would effectively only get 10 years). Because let’s face it, you can’t really jail someone for 2 thousand years over what is essentially theft.
Plus he gave the things back and apologized. I’m pretty sure the movie implied that he got pardoned at the end also.
I guess he could get charged for trespassing for every single house he enters and lying to Cindy Lu Who. But he does get pardoned.

For villians who are located in a different country who are of a different nationality, they would probably send them back to their country of origin to face even more punishments
For Scarlet overkill, you should use the laws of her country of origin and some uk and eu laws and because the time period in minions 1 is set sometime in 1968, the laws could be different(eg. Some western democratic countries could still retain death penelty/Captial punishment)

1: While in the real world she wouldn't be queen, in the world of the film she _is._ In the UK, laws are made in His Majesty's name (or Her Majesty's at the setting of the film). Scarlett would _literally_ be above the law while she's Queen, and that would extend to the point where King Bob abdicates in her favour. This is with the exception of the attempted genocide charge, which the Sovereign of the UK would not be above.

For scarlet overkill's "few things she stole" I would say, in the least, 26 charges of grand larceny assuming all 23 paintings in the room are stolen classic historical paintings. The Moa statue seems genuine but the David and Discobolus seem like recreations based on their size. For the later two I would imagine if they had resided in an institution funded museum she would catch grand larceny but if they were taken from a private collection, the worth of a David recreation is about 1.4 mil. As for Discobolus a recreation may still land her a grand larceny charge as the vast majority of Discobolus copies are actually ancient Roman recreations of the Greek original.

Stuart and Bob are simply accomplices to the “crime”.
For the bubblegum boat, Balthazar in reality would've violated the Federal Aviation Act. In a slightly similar case with Lawnchair Larry who made an airship out of a garden chair and weather balloons filled with helium, he was immediately arrested after a 45 minute flight and was originally fined $4,000 for violations under U.S. Federal Aviation Regulations, the same or worse would've applied to Bratt.
