Safwan Yaacob service manual only says change when leaking. But changing fork oil periodically is only for better riding experience. Entirely up to you if the forks are working normally
Pretty normal here in the Philippines unless you go to the high end shops with the clean floors similar to what's normally found in America. I like the shops like this because you can hang out and interact with the mechanics while they work and smoke a cigarette without having to go find a designated lonely spot somewhere.

Why is the fatty guy the one who tested it out? You should be the one tested it out because you know how the bike usually works and feel out of that 25000km you've putted on it.
