I read some comments on your rack, and some say it broke going down road. I was looking for something to hold 2 Ebikes. Ebikes are quite a bit heavier so I will probably look elsewhere.
each states laws will differ but in general as long as it does not obstruct the driver's sight, obstruct vision of brake lights, obstruct vision of turn signals, obstruct vision of license plate, or pose a risk to other drivers, you should be fine.

As far as I know it's hight way legal. We have been using it for over three years and millions of Americans use similar bike carriers.

Not at all a good option. Your boot top area already pushed inside. On a speedbreaker or bump it will get dented.
