A load cell measures the force you break with, while the default pedals will measure the positions the pedals are at. So load cells are better for the build up of your muscle memory. Instead of having to break this hard to get to this exact position for the paddle for the corner, you will simply break his hard for this corner.

Like the other comment said - a load cell measures the force you put on the pedal, not the distance you push the pedal down. This is much closer to how a real cars' hydraulic brake system works, so a load cell gives you a more realistic and accurate braking feel. Load cells also let you tune the braking feel to your liking because you can set exactly how much travel and resistance you want in the pedal without sacrificing anything, something that can't be done with a hall effect sensor. If you want to brake more consistently and be able to customize how your brakes feel, a load cell is the way to go.

Not afaik, what would you want changed with the throttle?
