    The article on porting this game to Xbox is actually worth a read, very interesting info on the hardware differences with the PS2, and explains why the port took 8 months pretty well

    I am 29. I can confirm I had SO much fun with this game. In no way would it be accepted today but in the early 2000’s it was so fun. And the big Spanish gang member was the funnest to use

      Honestly I don’t see why. It didn’t stir up much controversy when people realized it was cartoony. Unless it deals with real life situations I don’t think it would be that bad. GTA and manhunt were much, much worse back then

    I remember buying this game at Blockbuster for $20, still have it too. I had a lot of fun during the mall level but after that it got old really fast. Great video!

    I remember grabbing this game from blockbuster. The cover reeled me in, but at the time GTA was all the hype and this game didn't hold a candle to it back then. I revisited the game recently and it really is very fun in short spurts, would have been a real banger in an arcade cabinet.

    Back in the day when Rockstar used to release games other than gta or red dead. Or rather should I say back when Rockstar used to release games period :)
    Btw, I would like to suggest you a fps licenced game : "Die hard Vendetta" which was in a way die hard 4 before the real die hard 4 (live free or die hard) was released in 2007. And is not canon anymore because funny enough both of them focus on John's daughter but she becomes a police officer in the game die hard vendetta and she's not in die hard 4 (2007)

    I remember this getting hype alongside Dynasty Warriors 2. "Putting as many objects onscreen at one time" was one of those technical hurdles that some devs really wanted to get over with the PS2/Xbox/Gamecube generation, alongside "Making long hair look good on characters" and my personal fave, "Making great looking water." It's a shame then that VIS never did much with State of Emergency; I only played it for the first time a bit last year via a modded Xbox, but it definitely lacks substance. I know SOE2 was made but it doesn't push the same kind of gameplay by the looks of it, instead diverting from this stuff to do its own thing. It would be GREAT to see a modern version of this following the kind of design as Omega Force's action games; a lot of their stuff like Dragon Quest Heroes, Persona Strikers and Fate: Samurai Remnant do so much more with the "Musou style" battles against hordes and hordes of enemies, wielding that kind of action onto REALLY solid action-RPG cores. A modern State of Emergency done in a similar style to something like that would be fantastic to see nowadays. You just know a developer could absolutely nail some kind of great cartoony style like Paladins, Wildstar or Bleeding Edge; something like that.

    I played this on ps2 at an uncles house as a kid, it was fun enough and the concept was really cool to me at the time. I've never met anyone else that has played the game though.

    I remember seeing this game advertised like crazy in every gaming mag at the time. By the time I actually got myself a PS2 in Jan 2002, GTA 3 was out and this game quickly faded into obscurity due to the middling reviews and insane amount of great titles coming out during that era.

      Yeah there was definitely some crazy good titles on the PS2 that overshadowed SoE in 2002. Kingdom Hearts nd Vice City come to mind. Final Fantasy X was in 2001 but in December of that year so I'd say that overshadowed it. It was a great time for gaming!

    I played this game on ps2 and holy hell the memories cutting off heads and blowing up stuff but i remember playing the second one and not having that much fun with it like the first one! Awesome review

    This game will always hold a special memory for me growing up, I somehow randomly clicked the right buttons to enter my first ever cheat code. I was suddenly punching off heads and that would lead to me buying so many cheat code books back then and renting everything, just to test out the cheats.

    Great review. Love going back to play games once beloved to see how they hold up. This is a perfect example of that. Even if it doesn’t hold up, mix in a lil nostalgia and i drink it all the same 😅

    I remember seeing a copy of this at a vintage shop… it has a big sticker on it saying,
    “ID will be asked before Purchasing”
    Kinda adds to the mystique of the game to me. Like the “Parental Discretion is Advised” warning on CDs lol

    This is one of my favorite Rockstar games. I always hoped they would revive this one. In my mind, this was Rockstars "trifecta", GTA III, Max Payne, and State of Emergency!

    I hated this game when I got it for Christmas as a kid at 1st, but I picked it back up after about 3 weeks of not playing and played the hell out of it once I figured out what I was doing. I have fond memories of being up all night causing chaos.

    my parents were divorced, and every other weekend i'd go to my dads.. he had a new wife and i loved my step bro. i was around 8 or so when this game came out and my step bro was 9. i remember going there and he pulled this game out of his collection.. And man i was so jealous that he was allowed to play it. i grew up in a military home and my mom wouldn't let me play anything.. especially Xbox live and ps2 online. I told my step bro "I'd do anything to live here" He could watch scary movies and play GTA.. Then when i got older i realized that my dad and his mom were party people and it kind of shows how little they genuinely cared about my step bro by letting him play all these crazy games when he was in like 1st grade haha!! 2004 we were older and i dont think its the end of te world to let kids play Halo 2 online, But i sure as heck wouldn't let my kids play games like that unsupervised at that age. I cant lie tho i was eternally jealous that i couldnt play halo 2 with him everyday online. There was a magic in the air back then. I think because i was removed from being able to play every day, It made me appreciate the few days a month i could for way longer.. once i got into highschool and my mom kicked me out at 17 (She would only let me play an hour a night up until that point and that pissed me off so bad) And i went to go live with my dad where i could play for hours a day unsupervised, i got pretty bored of most video games, yet i still played.. but that magic moment i used to feel every game back then is felt few and far in between nowadays after spending 6 plus hours a day in college playing haha! State of emergency will forever flash me back to the best times

    I used to always play as the dude that looked like tommy verceti from vice city. Like everyone else the mall level was my favorite. I couldnt even imagine a game getting by these days with this kind of content. I ask a lot of people around my age about this game if they are into gaming that is. And i always get a no. Its just me and my childhood friends that played it together that remember. I always thought that was weird due to it being a rockstar game. Great video though.

    I was super hyped for this game,but it seemed to take forever to come out. Having already played GTA3,it fell short,and personally I just couldn’t get into it. Still,a fun premise and I played it recently and enjoyed it,so it has value.

    "Tech demo" is the right word for it. This was not the follow-up to GTA3 that I was expecting, and while that might have been unfair, the game itself didn't feel very good until I unlocked the last character (the others felt weak and ineffective).

    This game has echoed in my mind for a decade. I had no idea if it was even real or a dream.
    I couldn't remember anything but the gameplay in the mall.
    As a kid in the early 2000s with a ps2 i had to sneak to play because it was my dads. That game was the shit. Short missions are perfect for a kid who isn't allowed to play it. But parents with ps2s had to go to work at some time

    I bought the PS2 version from KbToys. I had some fun playing it, but definitely not as good as GTA3 or especially Vice City. I miss the Rockstar who made single player focused games like this back in the day.
    There was a sequel, but I think it was only released on PS2. I'd like to see a remaster or remake for the original.

    Can't disagree with the scores or your review(which was excellent), I don't think I spent more than an hour solo, yet with friends it was always in rotation for a change of pace.     i actually liked going to my aunts house when my uncle had this game for ps2 lol (visiting fam sucked when there was nothing to do).... was just the random game next to the matrix game they had. i used to want to play this growing up so bad when i moved away but then i went and played back in 2015 when id be getting drunk at a buddies place and this shit just did not hit like it used to. just like alot of games they were great for their times just not anymore.

    My parents were separated my mom never liked me playing M games but my dad didn’t care. Me and my brother were always excited to go to my dad’s house because that’s where the real games were at😂.This was one of the M rated games me and my older brother were playing around 2005-2006. We tried bringing it home mom seen us playing it and freaked when she seen me headshot a dude and his head came off. I had to be 7 or 8 at the time my brother was 10, good times man good times 😂. As a kid the game was so fun to me I tried playing it as an adult recently but you’re right it’s kinda repetitive. we had the ps2 version so we didn’t get to experience multiplayer unfortunately.

    The game is fun for the time and I definitely look back with rose tinted glasses. The game does stand out as something that devs don't do anymore, they don't try new things. Games like State of Emergency, Chibi-Robo, Oddworld, and so many others are an extinct breed of strange but enjoyable concepts that devs today would never try to do.

    From what I remember the PS2 version got a ton of marketing and the angle they were pushing was GTA III but with big-ass crowds and it was almost nothing like that. It was a lot more like Fighting Force if anything.

    I was barely a teenager when State of Emergency came out on the Original XBOX, and this was a fucking blast playing this in Co-Op at my friend's house.
    This generation would never be able to handle this game 💯.

    I played the Xbox version. I actually really love this game! I agree that Kaos mode is the better than Revolution mode and that the fixed time and last clone standing are a fucking blast!

    This was effectively a overhyped tech demo. i have a lot of nostalgia for it because i played it so much back in the day but it was very shallow and repetitive. the only reason i finished it was because as a kid my options were very limited lol. but its nice to see someone review it because i dont think its very popular even to make videos on.

    Great review, but you would get a lot more views if you change the name of the title. “Rockstar’s red headed step child.” Or Rockstar’s hidden Gem or something like that.

    In San Andres there is two cheat codes that puts the game like stay of emergency
    One gives weapons to civilian
    And to other one made civilians attack everything you and each other

    😆 🤣 only reason I still remember this game is because me being the weird kid I was I put a bunch of music on my original Xbox at the time and one of the songs was a gospel rap song 😆. So I'm playing this game while I'm listening to Christian gospel rap and my parents tell me to turn this game off haha

    I owned the PS2 version but played the Xbox version belonging to a friend Your escortees were dumb as bricks making escort missions as frustrating as ever but it was fun, I'll never understand how the fun factor of a game series can go downhill so fast but State of Emergency 2 was the most disappointing game I played from that console generation

      To be honest I didn't even realize this game had a sequel until researching information on this game. Seems like it flew way under the radar.

    I wouldnt say its an outstanding game but I almost always only play in short bursts for like an hour tops while friends were over, ever since i got it like 15 years ago. I sat down and played it normally once and yeah I agree it was a drag after a bit, but its like a real arcade game in that manner, or candy. after a short but great hour or so, you are best to turn it off

    We stayed on GTA3 all the time. Hearing about State of Emergency we were excited.. a game like GTA but it's all riots? Sounds awesome. Instead we ran around a mall smashing windows. We expected something different.
