To be honest, Bottas has 20% on staying at Sauber, 20% on going to Mercedes to warm up that second seat for Antonelli, 20% on playing wingman to Albon at Williams, 20% on retiring from F1 and 20% on doing a move noone will expect, like going to Alpine for example. It's still a lot of time to 2028, atleast relatively, so whether Toyota choose liquid or gas hydrogen, by that point they'll have better understanding on it and also a new technologies and stuff like that.
Motorsports administrators and promoters need to get away from their obsession with “improving the show”. What fans of motorsports want to see is hard, fast racing and consistency from the stewards when it comes to enforcing the rules. Making complex rules that are designed to artificially cause drama in any category more often than not just ends up irritating fans and competitors alike. The show is hard and fair racing, and that’s all most of care about.
Interesting that they are going for an ICE hydrogen power plant as opposed to a fuel cell.

Not even bicycles are 'zero emissions', let alone cars. Anybody who thinks this is achievable is delusional.
Let's hope that Toyota will be able to make something innovative about hydrogen storage before 2028. (Nice BeamNG gameplay btw!)
