Hmmm, I’m no electrician but I’ve lived here for 30 years and have lived in houses in SC, NY, and KY. That is the first time I’ve seen a breaker box located on the OUTSIDE of a house. I hope you get the inside taken care of. 👍🏻👍🏻

Omg that outlet! The people who did that likely won’t be breathing very long. Nice job. I laughed out loud when you said this house is a nightmare. I’m not an electrician but am in homes all of the time (computer repair tech) and have seen some dangerous things such as three cheap power strips plugged into each other.
I’m in New England and also have never seen a home electrical panel on the outside of a home.

You don’t have to separate the grounds and neutrals unless it’s the sub panel or second means of disconnect. That was the first means of disconnect.

each job varies also different electricians charge different rates
you could be anywhere from 1000 to 5000
power would be out a few hours to a day
you would save thousands to do it yourself, with a little research its not too hard of a job.

Having the electrical box on the outside is not a good idea, fuse or breaker, you know what you're doing, it would be a good idea to look into a good spot for the box inside. I've seen wiring like that melted outlet, yeah....
