Honestly this is the best ending for Gannon he spends his days playing sounding board to Caesar for a few years then gets to go out on his own terms nothing else makes him happy at least we can give him that much
I'd love an ending where, through gannon, you were able to make caesar more amicable to the followers again. Sure, it's still the brutal caesar's legion.. But, we have stable trading lanes and free healthcare! Just don't be a profligate.
