The name is Igor Krutoy (crew-toy) and the song is named ogni pietra (every stone) (Olimpico). The Olimpico is because it was written to be performed while an Olympic style event was having its opening ceremonies. There is a version that shows this, but the one you are seeing is the best version.

He is also a best friend to Dimash. He is Maestro Igor Krutoy.
The song is often called Olympico but is technically titled Ogni (the g is silent so Oni Pietra.
He is quite possibly the greatest composer, writer and musician in the world, if his wealth is an indicator of his work. His financial worth being listed at around 13 Billion Dollars.
He was in the audience when Dimash performed Sinful Passion in the dark tuxedo.
He is the man in a white shirt and jeans on the front row of that video who stands and applauds after the song. It was his first time hearing Dimash and was only there at the insistence of his mother who knew he was bored being retired and had heard Dimash
sing.
She felt like Igor needed a "project" and Dimash was more than delighted to be able to work with the great Igor Krutoy, so Igor came out of retirement and now they call each other every day.
It is the opposite. The title of this song is Olimpico, but is often called Ogni Pietra because of the first sentence in the lyrics. When it comes to Sinful Passion, as far as I know, it was Igor who invited Dimash to this event, New Wave Festival which Igor Krutoy founded.

I attended his concert in New York December 2019. Hearing him live is ethereal. Videos barely touch the sound, energy, excitement, etc you experience when hearing him sing live.

Yes, Dimash's music is different than what most people listen to, but it is so great that people from all genres are falling in love with it. For you, I would suggest Across Endless Dimensions. This was a song he sang for an Italian SciFi film. The video is him against the backdrop of movie scenes and is great. You would probably also be blown away by his rendition of the Diva Dance song that was "sung" by the blue alien in The Fifth Element.
