I think the second Mario of Donkey Kong Jr. is a coworker of Mario, of some kind. Maybe from his extended family of italian imigrates, of maybe not. It could be Luigi but I more like to think he was not involved with Mario's career until their plumbing start up project. Could be Spike, a long time co-worker of Mario, at least in the demolition site industry. But it could also be another carpenter or random italian dude that happens to help Mario to the task of keeping the construction site safe by capturing the ape with him, and also happens to looks like Mario. It's not too far-fetched to me
I'm pretty sure it is just meant to be Donkey Kong Senior and it is a visual thing. That's also more of a brown that is orangish. In addition in games like Donkey Kong Junior, Donkey Kong Senior's color is more of an orangish brown but it's still Donkey Kong Senior.
I think the half-bootleg game Crazy Kong yields some light on why this Kong is weird. It’s definitely just DK but notice that his whole body is coloured with the same colour as the highlights on the in-game graphic. Something tells me that on the “how high can you get” screen, the darker fur colour is just used for something else. Hence why he’s orange. Also, there’s actually six of them, not four. In very late levels, the game adds the 25m screen in between everything else. Edit: forgot to mention why crazy Kong reveals this. Those gorillas actually use the same palette as the levels.

One question that's been bothering me is what happened to Stanley the Bugman and who the hell is he (this is both in universe and meta question he confuses me)
I have a theory that DK sprite is just a beta leftover and that he actually looked like tha ingame during development Since it looks bulkier, jankier and has worse color palette
What if candy kong isn't an ape at all but an early human, such as homo habilis or erectus? Much like candy they possess very human anatomy, but still have fur and more monkey-like faces
