    rule of thumb: if it doesn't say 'until end of turn' or the likes and just says 'you may cast' timing restrictions don't apply, essentially you either cast it now as the ability resolves or you don't cast it and it just sits wherever it would be if you didn't cast it. For example, mind's dilation, real powerhouse of a card, whenever an opponent casts a spell for the first time each turn, exile the top card of that player's library, you may cast that card without paying its mana cost. Very clear, you cast the card immediately if you want to or can, if you don't cast it just sits in exile until the game ends or a riftsweeper type effect is used.

      Yup the phrase to look out for is "until end of turn" otherwise everything pretty much has flash but only as that spell or ability resolves.

    So it gives everything madness and it gets around commander tax? I'm just going to assume that Oscar here is powerful.

      It doesn’t actually give Madness, as the actual Madness mechanic discards it into exile instead and it goes to your graveyard afterwards if you don’t cast it for the Madness costs.
      The effect of Oscar won’t work if there is a Leyline of the Void type of effect in play.

      Doesn't get around commander tax like Karador does. There's a cap and there's more work involved (suboptimal various cmc cards). Also looting is pretty meh when you have blue as you can just run raw card draw.

    There's a 3 cmc blue uncommon enchantment from Midnight Hunt that creates a 1/1 Blue Crow token every time you cast a card from the graveyard.
    So that would also be a cool addition

      Ominous roost. It's ok, there in an artefact that does the same, Desacrated tomb. I have both in my muldrotha deck. It's not has good as it seems but it's usefull.

    I smell combo decks coming...
    Stack deck with lands
    Tutor for Ad Naseaum
    Fill your hand with lands
    Cast Skirge Familiar and/or Bone Miser
    Generate tons of mana by discarding them for a big Exsanguinate or Torment of Hailfire

      You can do the same thing with any commander, Sidisi , Undead Vizier would propably be the stronger pick for that combo, since she tutors for sickening dreams on ETB and none of that Combo requires blue

    I’m assuming this goes around time restrictions for casting. The cards text reads: “When you discard a no land card, you may cast it from your graveyard.” Therefor you would have to cast it as a response to that trigger. Much like the very popular Etali, Primal Storm. You cast cards as a part of his trigger. Could be wrong

    I kind of missed this guy during the whirlwind of spoiler season. Seems really cool. River Kelpie is another iteration of 'Secrets of the Dead' that would be good here.

    So I didn't see it in here but there is a cheap infinite loo that's also potentially game winning that fits in this deck. It is the Professor Onyx and Chain of Smog. Chain of Smog says discard 2 cards and you can choose another target and copy the spell. Onyx has magecraft allowing for infinite drain on your opponents

    Skriage familiar and tormented existence is combo with anything that gives an effect when u discard or put a creature into the graveyard >:3

    i think the way it works is you cast it in response to the discard trigger, which does indeed get around timing restrictions, however if you don't cast it when the trigger happens, it just stays in the yard. a key difference between this and madness is madness exiles it before it hits the yard, and then it goes to the field (for a reduced cost), whereas with this it has to hit the yard, and then you can cast it in response (for the regular cost of the card). any graveyard hate effects will absolutely hose it, but i think because of the cost reduction and the ability to skirt the timing restrictions he'll still be a house to play with. just a thing to look out for. always counter the rest in peace if you're piloting our favorite green sesame street character ;)

    How would this work if Tergrid, God of Fright is on the field? Who has priority?

      Priority should be starting from the active player

      triggers go on the stack in turn order, starting with the active player. So if it is Oskar's turn, the Oskar trigger goes onto the stack first, then tergrid's trigger. So tergrid's trigger will resolve first and steal the card, making Oskar fizzle. If it is tergrid's turn, the opposite would happen. If it is another player's turn, it depends on if tergrid or oskar is first in turn order.

    Dire Undercurrents and Unfulfilled Desires deserve a mention for tech, same with Customs Depot. Hell Mongrel can also get huge in this type of deck while also providing a free sac outlet

      "Whenever you discard" so I'm assuming it has to be when it's discarded and it can't sit a while.

    Key point: the cards have to hit the graveyard. Madness exiles the cards before they hit the graveyard, so they avoid Rest in Peace/ Leyline of the Void effects. I’d say Oskar isn’t the greatest, because the above common graveyard hate pieces just hoses Oskar.

    Timing rules would apply: it just says you may cast, which means you are still casting the spell, as if it were in your hand, so you can’t just play a sorcery during an opponents turn.

      As it does not say "you may cast it from your graveyard this turn." You can only cast it as that triggered ability resolves, and as it does not specify that "normal casting restrictions" apply, you definetly can cast an artifact or sorcery on an opponents turn.
      If we take a look at Epic Experiment (which had a similiar clause) we can see that it has the gatherer ruling: "When casting an instant or sorcery card this way, ignore timing restrictions based on the card's type. Other timing restrictions, such as “Cast [this card] only during combat,” must be followed."

      When an effect like this allows you to cast a spell, if it does not specify a time limit to cast, like "until end of turn", you can only cast the spell as the ability resolves

      @@peaivea peaivea is spot on with that, it's triggered by the discard, and at that point the spell can be cast. That means creatures and sorcery spells can be instantaneous, however, as long as the discard was instantaneous. One MASSIVE WIN is not that The Grouch does not say to exile a spell that's cast from the graveyard, unlike most other effects like this.
