The way I've always seen it is that all the normal changelings think the exact same way, so in this instance their mission is to make the Federation look like it's attacked Tzenkethi and start a war between them. The fact alone that Odo tried to stop them is in itself harm, regardless if the kill was just an accident. The idea that one of them would even have a different point of view is probably alien to them.
Thank goodness the changlings decided to change into his own look so anyone could kill on sight... staying as odo, anyone would've been confused after they struggled

This story always bugged me, since it was used as a context that 'odo' harmed another changeling. Yet he was merely defending himself.
