How to fix cigarette lighter on 2007 BMW 328i / E90 series - alternate fuse diagram

My son recently bought a BMW 328i / E90 series that needed a lot of repairs. The most immediate for him was getting the cigarette lighters working so that he could get a phone charger working. I created this video to help people that may have a similar situation we did when we didn't have a fuse box diagram specific to his car and the other how-to videos were for a slightly different model.

this is the fix that everyone talks about, my issue is that my fuses are all correct however only the cigarette lighter in the arm rest doesnt work, i wonder if anyone else has had the issue?
