How much do you water down your paint Also does it take long to dry

I don't use water, I use about 1oz of Bob Ross thinner to one dab of Genesis Heat Set Paint! Heat set paint takes about 10-15 minutes to dry on the vinyl, then I bake for 7 minutes.
